17,500-Page Chargesheet Filed in Rajasthan JJM Scam Case

The Rajasthan Anti-Corruption Bureau (ACB) has filed a chargesheet against retired IAS officer Subodh Agarwal in connection with the alleged multi-crore Jal Jeevan Mission (JJM) scam , marking a major development in one of the state's largest corruption investigations.

The chargesheet, spanning nearly 17,500 pages , was submitted before ACB Court No. 1 in Jaipur on Thursday. According to ACB Director General of Police Govind Gupta , findings of a Special Investigation Team (SIT) revealed that tenders worth approximately ₹979.27 crore were allegedly secured through forged documents and fabricated completion certificates in collusion with Public Health Engineering Department officials and private individuals.

Investigators alleged that tender conditions were manipulated to influence competition, undermining transparency in the bidding process and resulting in significant financial irregularities. The ACB said the investigation uncovered a network involving senior officials, contractors and private persons who allegedly introduced irregular requirements, including mandatory site visit certificates for high-value tenders exceeding ₹50 crore.

According to officials, the practice exposed bidder identities, encouraged cartelisation and contributed to unusually high bid premiums of 30–40 per cent . The probe has so far identified irregularities in tenders collectively valued at nearly ₹20,000 crore , highlighting the massive scale of the alleged scam.

The bureau had earlier filed chargesheets against 10 accused persons , while investigations continue against former minister Mahesh Joshi and several others.

The case has drawn attention due to its connection with the Jal Jeevan Mission, a flagship programme aimed at providing safe drinking water to rural households. The alleged irregularities underscore the challenges of ensuring accountability, transparency and effective oversight in large public infrastructure projects involving substantial public funds.

The chargesheet was filed by Additional Superintendent of Police Mahavir Prasad , the investigating officer, under the supervision of Deputy Inspector General Rameshwar Singh and other SIT members. The ACB said further legal action will be taken after the investigation is completed.
