$5,000 For Every American? Trump Makes Cash Promise Ahead Of Midterms

Donald Trump has promised a $5,000 “dividend” to every adult US citizen if Republicans retain control of both the House of Representatives and Senate in the November midterm elections, turning a cash payment into a major part of his pitch to voters.

Trump made the promise on Wednesday, September 9, at the Republican Party’s first midterm convention in Dallas, Texas. He said the payment would be possible because of what he described as the country’s “tremendous strength and success” under his administration.

“If the Republicans win the House of Representatives and the United States Senate, both of them … I will issue a dividend to every adult citizen in the United States of America for $5,000,” Trump said.

He added one condition: the money would have to be spent inside the United States. Trump said he did not want recipients spending the payment in countries including Canada, China or Germany.

The proposal, however, currently has no detailed implementation plan. Trump did not explain exactly how the payments would be funded or what legislation would be needed. The plan would also require congressional approval, meaning Trump could not simply order the payments to be made.

The potential cost is enormous. There are about 240 million adult US citizens, putting the basic price of a $5,000 payment at roughly $1.2 trillion. Other estimates put the cost as high as $1.35 trillion if every adult were included. Vice President JD Vance has since suggested that wealthy Americans would not receive the payment, which could reduce the total cost.

Vance has also pointed to tariff revenue as a potential source of funding. However, estimates of future tariff revenue are far below the amount needed for a one time payment of this size. The administration has not yet released a formal financing plan.

Trump has previously floated similar ideas. In 2025, he proposed a $2,000 “tariff dividend” for Americans, but the plan never became a nationwide payment after failing to gain enough support in Congress.

The latest promise comes as Republicans face a difficult political environment ahead of the November 3 midterm elections. A Financial Times poll conducted by Focaldata found Trump’s approval rating had fallen to 33% among registered voters, its lowest level in that survey. His approval among Republicans also fell to 72%, another low in the poll. Democrats held a 7.5 point advantage on the generic congressional ballot.

Economic concerns are a major factor. Voters have expressed growing dissatisfaction over inflation and the cost of living, while the continuing US Iran conflict has contributed to higher energy prices. US regular gasoline averaged about $4.15 a gallon on Labor Day, a record for the holiday, while diesel prices also reached a record high.

Trump has made himself central to the Republican midterm campaign even though he is not personally on the ballot. At the Dallas convention, he urged voters to “pretend that I am on the ballot” and framed the election as a referendum on his presidency.
