Anti-Paper Leak Bill 2026 Reaches Rajya Sabha as Centre Vows Strict Action Against Exam Fraud

The government on Thursday reiterated its commitment to preventing examination fraud as the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026 was taken up for discussion in the Rajya Sabha. Union Minister Jitendra Singh, while piloting the bill, said the amendment reflects the government’s zero tolerance policy towards paper leaks and its determination to protect the future of students.

Singh said the legislation was introduced with the aim of ensuring that no individual or organisation is allowed to jeopardise the careers and aspirations of children through unfair practices in competitive examinations. He added that the government remains open to constructive suggestions and inputs from all sections during the parliamentary debate.

The Lok Sabha had passed the bill on Wednesday, and the Upper House is now examining its provisions. Addressing concerns over the legislation, Singh said the government was not approaching the issue with a sense of prestige but was willing to consider recommendations that could strengthen the law.

Referring to recent incidents involving examination irregularities, the minister highlighted that the government had acted swiftly and that Prime Minister Narendra Modi had expressed a firm resolve that those responsible for paper leaks would not be spared.

During the discussion, Singh also listed several past paper leak cases reported under different administrations, including during the UPA government’s tenure, to underline the long-standing nature of the challenge.

A key provision of the amended law includes the proposed establishment of special fast-track courts to handle paper leak-related cases and ensure quicker legal action against offenders. The move is aimed at improving accountability, reducing delays in investigations, and strengthening confidence among students appearing for major examinations.

The bill is expected to undergo detailed debate in the Rajya Sabha before moving further in the legislative process. The government has maintained that stronger legal measures are necessary to safeguard the integrity of public examinations and ensure equal opportunities for candidates.
