AP Awards 300-Hectare Manganese Block to Winmir Through E-Auction

The Andhra Pradesh Government has allocated the Mandiravalasa Manganese Block in Vizianagaram district to Winmir Resources Private Limited under a Composite Licence, paving the way for scientific mineral exploration while imposing strict safeguards to protect landowners' rights.

The licence allows the company to undertake exploration across a 300-hectare manganese block and, if commercially viable reserves are established, move to mining after securing all statutory, environmental and regulatory approvals. The government said the move is part of its broader strategy to promote transparent mineral allocation, attract private investment and ensure the sustainable development of the state's mineral resources.

According to the government order issued by Principal Secretary (FAC) Mukesh Kumar Meena, Winmir Resources emerged as the highest bidder in the e-auction held on May 16, 2025, by quoting a 27% premium on the dispatch value of manganese ore. The company was awarded the Composite Licence after the completion of technical and legal scrutiny.

The government has made written consent from landowners and pattadars a mandatory precondition before any exploration activity begins. It has also directed the company to obtain all necessary permissions from the competent authorities before carrying out surveys, drilling or prospecting operations.

As part of the licensing process, Winmir Resources submitted a notarised affidavit on June 29, 2026, assuring the government that it would secure landowners' consent before commencing exploration over the 195-hectare recommended area. The company also undertook not to initiate any field activity without statutory approvals.

For the remaining 104.8 hectares, identified as objectionable land, the government has prescribed additional safeguards. Prospecting can begin only after obtaining approval from the affected families, landowners and, wherever required, the concerned government authorities. The order explicitly prohibits surveys, excavation or exploration without prior permission.

A Composite Licence integrates a Prospecting Licence and a Mining Lease, allowing companies to first assess mineral deposits through scientific exploration before proceeding to commercial mining, subject to regulatory clearances. Introduced under the Mines and Minerals (Development and Regulation) Act, the system is intended to improve transparency, reduce procedural delays and encourage responsible private investment.

Officials believe the allocation of the Mandiravalasa Manganese Block will strengthen Andhra Pradesh's mining sector, create employment opportunities, boost industrial investment and enhance state revenue while ensuring that mineral development proceeds in compliance with legal, environmental and landowner protection norms.
