AP Budget Session Day 5 Focuses on

The fifth day of the Andhra Pradesh Assembly Budget Session began in Amaravati under Speaker Chintakayala Ayyannapatrudu , who informed members about a technical fault in the Assembly audio system and temporary arrangements until experts resolve it. During Question Hour, legislators focused on strengthening healthcare infrastructure and emergency response. Allagadda MLA Bhuma Akhila Priya stressed the importance of the golden hour , recalling her parents’ deaths after delayed treatment following a road accident. She urged the government to upgrade the Allagadda hospital from 50 to 100 beds and appoint specialists, noting that many patients are referred to Kurnool. Health Minister Satya Kumar Yadav said proposals are under review and cited national guidelines mandating trauma centres every 100 km on highways. The Speaker suggested establishing critical care blocks along highways, and the minister confirmed implementation has begun. Gudivada MLA Venigandla Ramu raised concerns over stalled projects and sought a PHC in Kavutaram and a dialysis facility in Gudivada.

Presenting the Budget 2026–27 , Finance Minister Payyavula Keshav emphasized inclusive growth and social justice. The government allocated ₹20,644 crore for social welfare and ₹9,190 crore for tribal welfare, while continuing scholarships and housing support for SCs and STs . Backward Classes were described as the state’s backbone, with ₹51,021 crore earmarked for welfare, alongside continued support schemes and free electricity for traditional occupations. Funding for minorities has been increased to ₹6,090 crore , including support through the Waqf Board and honorariums for religious service providers.

A major development initiative proposes transforming Rayalaseema into a Global Horticulture Hub with a ₹30,000 crore investment aimed at expanding cultivation, boosting exports, and generating large-scale employment. The government is also accelerating development of Amaravati as the permanent capital, approving 97 projects worth ₹57,868 crore and announcing the Quantum Valley initiative to position the city as a deep-tech hub. An initial ₹6,000 crore has been allocated for this effort.

Under a regional growth strategy aligned with Swarna Andhra Vision 2047 , Visakhapatnam, Amaravati, and Tirupati have been identified as growth engines. A ₹28,000 crore plan for the Visakhapatnam Economic Region includes metro rail, port-led industrial expansion, and digital infrastructure projects such as a proposed AI data centre, reinforcing the state’s focus on balanced development, investment, and future-ready economic growth.
