AP Cabinet Clears 33 Key Proposals, Unveils New PPP Policy

The Andhra Pradesh Cabinet on Thursday approved 33 major proposals covering infrastructure, industrial development, urban renewal, education, irrigation, public safety and investment promotion, signalling the state government's continued focus on economic growth and large-scale infrastructure creation. The decisions were taken at the 54th Cabinet meeting chaired by Chief Minister N. Chandrababu Naidu at the State Secretariat and announced by Information and Public Relations Minister Kolusu Parthasarathy after the meeting.

Among the key approvals was the draft Andhra Pradesh Public-Private Partnership (PPP) Policy-2026, aimed at attracting private investment into transport, ports, airports, healthcare, education, tourism and renewable energy. The state already has a PPP project pipeline worth ₹1.23 lakh crore, supported by ₹1,500 crore in Viability Gap Funding (VGF).

The Cabinet also cleared multiple proposals to accelerate Amaravati's development, including a ₹300-crore loan for annuity payments to land-pooling farmers, fresh CRDA land allocations, re-tendering of the Amaravati Eye project under the PPP model, construction of twin office towers at the proposed Quantum Valley Tech Park, and a revised sanction of ₹206.59 crore for consultancy services related to the High Court and Legislative Assembly complexes.

In Visakhapatnam, a pilot slum redevelopment project at Velampeta was approved under the GVMC, with 177 Economically Weaker Section (EWS) families to be rehabilitated in a 12-storey residential complex to be completed within 24 months.

The Cabinet approved the Andhra Pradesh Pedestrian Safety and Universal Accessibility Policy-2026, focusing on scientific road safety audits, removal of footpath encroachments, GIS mapping, CCTV surveillance and improved pedestrian infrastructure. It also decided to withdraw the Andhra Pradesh Disha Bill, stating that the Bharatiya Nyaya Sanhita (BNS) and Bharatiya Nagarik Suraksha Sanhita (BNSS) now provide stronger legal safeguards for women and children.

The government extended the ₹1.50 per unit electricity subsidy for aquaculture farms from June 1, 2026, benefiting farmers by nearly ₹1,150 crore. It also reduced electricity infrastructure supervision charges in industrial parks to 2.5% and waived development charges to encourage new investments. The Cabinet further approved the Andhra Pradesh Omnibus (Ease of Doing Business) Act-2026, aimed at simplifying regulations and speeding up approvals.

Other major decisions include ₹12.44 lakh per acre as special compensation for D-form landholders affected by the proposed Kuppam Greenfield Airport, establishment of RVS University and Pragathi University, creation of 15 District Education Officer posts, ₹210.06 crore for constructing 238 bathing ghats ahead of the 2027 Godavari Pushkaralu, and ₹600.48 crore for the remaining canal works under Phase II of the Handri-Neeva Sujala Sravanthi Project, strengthening irrigation across the Rayalaseema region.
