AP CM Flags ‘Powerful Syndicate’ Behind Prasadam Adulteration

Andhra Pradesh Chief Minister N. Chandrababu Naidu on Tuesday accused the previous YSR Congress Party (YSRCP) government of large-scale irregularities in the procurement of ghee used for the sacred Tirumala laddu prasadam at Tirumala Tirupati Devasthanams (TTD).

Addressing the Assembly, he said records and forensic findings indicate that 59.71 lakh kilograms (about 5.97 million kg) of adulterated ghee were allegedly used between 2019 and 2024, potentially affecting over 20 crore laddus distributed to devotees.

₹234 Crore Procurement Under Scanner

Naidu told the House that ₹234.51 crore was spent on procuring the questioned ghee, alleging that tender norms were altered in early 2020, weakening quality safeguards. He cited a 2022 CSIR–CFTRI lab report that reportedly flagged adulterants such as beta-sitosterol and questioned why corrective action was not taken at the time.

He further alleged that certain suppliers secured contracts using fabricated certifications.

Forensic Findings and Ongoing Investigation

Referring to a July 23, 2024 report by the National Dairy Development Board (NDDB), the Chief Minister said tests detected traces of animal fat in samples. Forensic analysis also indicated the alleged use of chemicals such as mono-glycerides and acetic acid.

A Special Investigation Team (SIT) probe, he said, found that an individual identified as Chinnappanna allegedly received ₹4.5 crore in bribes linked to the contracts.

The case remains under investigation, with proceedings reportedly monitored by the Supreme Court. The Central Bureau of Investigation (CBI) has submitted recommendations to the state government for further action.

Govt Announces Reforms

Naidu said his government has introduced stricter quality checks at TTD, with all materials used in laddu preparation now undergoing food safety inspections. He added that recent feedback suggests 98 percent of devotees are satisfied with the current arrangements.

Deputy Chief Minister Pawan Kalyan termed the alleged adulteration an “unpardonable offence” and said strict action would be taken against those found guilty.
