AP Completes Land Resurvey in 6,688 Villages, 26.4 Lakh Farmers Get New Passbooks

In a significant step towards modernising land administration and strengthening property rights, the Andhra Pradesh government has completed its ambitious land resurvey programme in 6,688 villages , covering millions of landholders across the state. Chief Minister N. Chandrababu Naidu announced the milestone on Monday, describing it as a major reform aimed at ensuring transparent, accurate and tamper-proof land records.

Addressing a large public meeting organised under the ‘Mee Bhoomi – Mee Hakku’ initiative at Siddhantam village in West Godavari district, the Chief Minister said the exercise has already benefited 26.4 lakh farmers , who have been issued updated and error-free Pattadar Passbooks .

Naidu said the government plans to extend the programme further and provide secure land ownership documents to nearly 90 lakh beneficiaries across Andhra Pradesh. The remaining 62.3 lakh passbooks will be distributed in phases as the survey and verification process progresses.

According to the Chief Minister, the resurvey initiative is designed to address one of the most persistent challenges in rural India—land disputes arising from outdated records, boundary discrepancies and ownership-related conflicts. He revealed that under Resurvey 2.0 , the final Record of Rights (RoR) process has already been completed in 1,836 villages , while the Revenue Department is undergoing reforms to improve efficiency and accountability.

Highlighting the technological aspects of the programme, Naidu said the newly issued passbooks are equipped with QR codes, blockchain-based security features, and official authentication mechanisms to prevent forgery and unauthorised alterations. The government believes these measures will significantly improve trust in land records and make ownership verification easier for citizens.

The Chief Minister also criticised the previous administration, alleging that irregularities in land record management had contributed to numerous disputes across the state. He said the current government is focused on creating a transparent system that safeguards the rights of genuine landowners.

Apart from land reforms, Naidu used the occasion to reiterate the government's support for the aquaculture sector , a key economic driver in the coastal districts. He noted that shrimp and fish farmers have been facing rising production costs due to global factors, particularly higher feed prices linked to international developments. The state has already urged the Centre to consider measures to ease the burden on farmers.

The Chief Minister also highlighted welfare initiatives, stating that ₹8,985 crore has been transferred to 46 lakh farmers under the Annadata Sukhibhava scheme. Combined with Central assistance, eligible farmers are receiving ₹20,000 annually . He added that procurement payments, which once took months to reach farmers, are now being credited within 24 hours .

Calling the land resurvey programme a cornerstone of his government's governance agenda, Naidu said the initiative would help create a secure, transparent and dispute-free land ownership system , benefiting generations of farmers and rural families across Andhra Pradesh.
