Bank Unions Defer Three-Day Strike After IBA Assures Talks on Key Demands

Bank unions have deferred their proposed three-day nationwide strike after the Indian Banks' Association (IBA) assured them of discussions on key employee demands, including the long-pending demand for a five-day banking week. The strike, called by the United Forum of Bank Unions (UFBU), was scheduled from Monday to September 30 and coincided with the half-yearly closing, when banks handle significant additional work and customer transactions.

The strike was deferred after the IBA agreed to set up a high-level committee comprising representatives of the IBA and UFBU to examine the demand for declaring the remaining Saturdays as holidays. The committee will explore possible alternatives, consult stakeholders and work towards a solution acceptable to all, particularly customers. The proposed five-day week is among the major banking-sector workplace reforms being discussed by employee organisations and management. Other issues under discussion include changes to the performance-linked incentive (PLI) scheme for Scale IV and above officers and resolution of pending matters recorded in the March 8, 2024 minutes.

On the PLI scheme, the IBA has agreed to begin discussions with the unions on possible modifications and subsequently propose changes to the government to address concerns raised by employee organisations. The UFBU said the residual issues listed in the 2024 minutes would also be discussed between the parties for expeditious resolution.

Thus, the unions decided to defer the strike after receiving a commitment for structured negotiations and a mechanism to take their demands forward, rather than proceeding with industrial action immediately. The decision does not mean the demands have been settled; they will now be considered through the proposed discussions. The development also avoids disruption to banking operations during the half-yearly closing. Banks will remain open on Monday, allowing customers to access regular branch services without the disruption that a three-day strike could have caused.

The UFBU said that, in view of the assurances and the proposed discussions, it had agreed to defer its planned agitational programmes and strike actions. The episode highlights the continuing negotiations over working arrangements, employee incentives and pending service-related issues as the banking sector balances employee demands with operational requirements and customer service.
