
Beyond the Wells: India's Groundwater Crisis Is a Failure of Governance
India is running one of the world's largest invisible mining operations. Every day, millions of pumps draw groundwater from beneath farms, cities and industries, often faster than nature can replenish it. The latest Central Ground Water Board (CGWB) Dynamic Ground Water Resources Assessment, 2025 appears reassuring: annual groundwater recharge stands at 449 billion cubic metres (BCM), annual extraction at 247 BCM, and the national Stage of Ground Water Extraction is 60.63%. Yet these headline figures conceal a fractured hydrological reality that poses one of India's gravest environmental challenges.
Groundwater is intensely local, not national. A surplus aquifer in Assam cannot compensate for a depleted one in Punjab. Aggregating groundwater into a single national average masks severe regional stress in precisely those States that sustain India's food production, industries and expanding cities. Nine States and Union Territories, including Punjab, Haryana, Rajasthan, Delhi and Tamil Nadu, already extract groundwater at rates above the national average, while 281 districts exceed the country's overall extraction stage. These are not isolated hotspots but warning signs of systemic overdependence.
India is also the world's largest extractor of groundwater, and the reason lies in its agricultural economy. Nearly 87% of groundwater is used for irrigation, compared with just 11% for domestic needs and 2% for industry. Decades of free or subsidised electricity, assured procurement of water-intensive crops such as paddy and sugarcane, inadequate crop diversification, and weak irrigation reforms have created a policy contradiction. Governments promote rainwater harvesting and recharge while simultaneously incentivising practices that encourage relentless groundwater extraction. The Green Revolution secured food security but also institutionalised groundwater dependence.
The crisis is therefore not merely hydrological; it is political. Reforming electricity subsidies, regulating borewells or redesigning procurement policies carries electoral costs. Consequently, groundwater depletion has become politically convenient even as it grows environmentally disastrous. India cannot recharge its way out of a crisis driven by unchecked demand.
Climate change has made this dependence even more precarious. Erratic monsoons, prolonged dry spells and intense cloudbursts reduce effective groundwater recharge despite normal annual rainfall. Heavy rainfall often flows away as surface runoff rather than seeping into aquifers, while rising temperatures increase irrigation demand. Groundwater has become India's primary insurance against climate uncertainty, but that insurance is steadily being exhausted.
The urban dimension is equally alarming. Rapid urbanisation, concretisation, shrinking lakes and unchecked borewell drilling are pushing cities such as Delhi, Bengaluru, Hyderabad and Chennai towards chronic groundwater stress. Falling water tables not only increase pumping costs but also intensify the vicious cycle of higher electricity consumption and deeper extraction.
The government's efforts deserve recognition. Programmes such as the National Aquifer Mapping and Management Programme (NAQUIM), Jal Shakti Abhiyan, Jal Jeevan Mission, Mission Amrit Sarovar and Jal Sanchay Jan Bhagidari have expanded aquifer mapping, drinking water access and artificial recharge. However, India's groundwater challenge is no longer one of launching more schemes but of measuring outcomes. Millions of recharge structures and thousands of rejuvenated water bodies are impressive administrative achievements, but where is the evidence that groundwater levels have recovered, overexploited blocks have declined or irrigation efficiency has significantly improved? In many hard-rock regions of peninsular India, artificial recharge itself has physical limits because aquifers possess limited storage capacity. Without regulating extraction, recharge merely slows depletion rather than reversing it.
Equally troubling is India's fragmented groundwater governance. Water is a State subject, and groundwater remains closely linked to land ownership, allowing private extraction with limited public oversight. This legal framework, inherited from another era, is ill-equipped for a country dependent on millions of electric borewells. A coherent national framework based on aquifer-level management, transparent data and community participation remains elusive.
Groundwater quality adds another layer of concern. While most monitored groundwater remains potable, contamination from fluoride, arsenic, nitrate and salinity persists across several regions. Declining groundwater levels often concentrate these contaminants, making depletion not only a question of water availability but also of public health, river flows, wetlands and ecosystem resilience.
India's groundwater future demands difficult political choices. Crop procurement must reward less water-intensive agriculture. Electricity pricing should encourage efficient irrigation rather than unlimited pumping. Micro-irrigation, wastewater reuse, mandatory urban rainwater harvesting and real-time groundwater monitoring must replace symbolic compliance with measurable outcomes. Success should no longer be counted by the number of schemes launched or recharge structures built, but by healthier aquifers, declining extraction in stressed regions and resilient ecosystems.
Groundwater is often called India's hidden resource. It has also become its hidden crisis. By the time a well runs dry, the aquifer beneath may take decades, even centuries, to recover. The choice before India is stark: continue celebrating programmes and statistics, or begin governing the invisible resource that sustains nearly half its drinking water and the backbone of its food security. Only the latter can ensure that India's water future does not disappear beneath its feet.
