Bihar Drops ‘Fail’ From Marksheets, Replaces It With ‘Eligible For Skills’ Under New Education Move

Bihar is making a significant change to the way academic failure is recorded, replacing the word ‘Fail’ on Class 10 and 12 marksheets with the phrase ‘Kaushal ke liye patra’, or ‘Eligible for Skills’, from the current academic session.

The move, announced by the state’s education department, seeks to shift the focus from examination results to the wider abilities and future potential of students who are unable to clear their board examinations. Education Minister Mithilesh Tiwari said examination scores should not be treated as a final measure of a child’s talent or capabilities.

Under the new approach, students who do not pass will be directed towards opportunities for skill development and vocational training through the Bihar Board of Open Schooling. The idea is to ensure that not clearing a board examination does not become a permanent label, but instead becomes a point from which students can explore alternative educational and career pathways.

The decision has received a positive response from several students and parents in Patna, many of whom recalled the emotional pressure associated with seeing the word ‘Fail’ on a marksheet. Supporters believe removing the label could help reduce the stigma surrounding academic setbacks and encourage students to consider skill-based careers without feeling that they have been defined by one examination.

However, the policy has also prompted questions over whether changing the terminology alone can address the deeper challenges facing students. Critics argue that concerns such as teaching quality and learning outcomes also need sustained attention, particularly for students struggling academically.

For Bihar, the change represents an attempt to redefine what a failed examination means: not necessarily the end of a student’s educational journey, but potentially a route towards a different set of skills, qualifications and career opportunities.
