BJP Goes All In and Takes Over West Bengal Administration as EC Replaces Chief Secretary, DGP and Kolkata Police Chief

In an extraordinary and unprecedented move ahead of the West Bengal Assembly elections , the Election Commission of India has ordered a sweeping overnight overhaul of the state’s top administrative and policing leadership, effectively displacing the core of the state bureaucracy within hours of announcing the poll schedule.

The Commission removed Chief Secretary Nandini Chakravorty , Director General of Police Peeyush Pandey , and Kolkata Police Commissioner Supratim Sarkar , replacing them with officers of its choosing. Dushyant Nariala has been appointed the new Chief Secretary, Siddh Nath Gupta the Director General and Inspector General of Police in charge, and Ajay Kumar Nand the new Kolkata Police Commissioner .

The scale and timing of the reshuffle have raised serious political questions. Never in recent memory has the entire top administrative structure of a state government been altered within hours of the election schedule being announced . The Commission’s order did not cite any specific complaint, inquiry, or formal report justifying such a drastic intervention.

Critics say the move amounts to an administrative takeover of the state machinery just as the electoral battle begins.

The developments also come close on the heels of a major constitutional change in the state’s leadership . R. N. Ravi was appointed the 22nd Governor of West Bengal and took oath on March 12, 2026 , replacing C. V. Ananda Bose , who stepped down from the post days earlier.

Ravi arrives in Kolkata after a controversial tenure as Governor of Tamil Nadu marked by repeated confrontations with the DMK government led by Chief Minister M. K. Stalin . The relationship between Raj Bhavan and the elected government had deteriorated into a prolonged institutional standoff, with the state government accusing the Governor of obstructing legislation and interfering in governance .

One of the most dramatic flashpoints came in January 2026 when Ravi refused to read the customary address prepared by the state government at the opening of the Tamil Nadu Assembly session and walked out of the House, triggering a fresh political crisis.

The DMK government had repeatedly accused the Governor of withholding assent to Bills passed by the Assembly and sending some legislation to the President instead of clearing them, while Ravi defended his actions as constitutional scrutiny.

Given this contentious record, critics say Ravi’s sudden shift from Tamil Nadu to West Bengal just weeks before the state’s assembly elections is unlikely to be seen as a routine administrative change. Political observers argue that the move appears to place a Governor known for assertive and often confrontational interventions into another politically sensitive state heading into a high stakes electoral contest .

For the government of Mamata Banerjee , the timing could hardly be more sensitive. With elections scheduled for April 23 and April 29, 2026 , and counting on May 4, 2026 , the sudden replacement of the Chief Secretary, the state’s top police officer, and the Kolkata Police chief effectively redraws the chain of command during the most politically charged weeks of the electoral cycle.

In Parliament, the Trinamool Congress reacted sharply. Party MP Derek O’Brien condemned what he described as a midnight restructuring of West Bengal’s administration and led a day long walkout from the Rajya Sabha in protest.

The Union government dismissed the criticism , with Parliamentary Affairs Minister Kiren Rijiju arguing that the Election Commission is a constitutional authority and that its decisions should not be questioned in Parliament .

Yet the episode reinforces a broader political perception that the ruling alliance led by Prime Minister Narendra Modi is determined to capture West Bengal after repeated electoral setbacks in the state.

Critics argue that the BJP appears unconcerned about optics or long standing democratic conventions , choosing instead to deploy every available institutional lever in pursuit of political victory. With the administrative machinery now dramatically reshaped days before the campaign peaks, the battle for West Bengal has clearly entered a far more confrontational phase.

In short, the message many observers believe is being sent from New Delhi is unmistakable. West Bengal is a prize the BJP wants at any cost and it is going all in.
