Blue Valleys and Semiconductors: EU Delegation in Assam to Turn the Northeast Into Europe's Next Big Bet

A high-level European Union delegation descended on Guwahati on Monday for a two-day engagement that positions Assam, and the broader Northeast, as the newest frontier in an evolving I ndia-EU strategic partnership . The visit is being conducted in line with the priorities set out in the Comprehensive Strategic Agenda agreed between the EU and India at their summit earlier this year.

The "Team Europe" delegation, led by EU Ambassador to India and Bhutan Hervé Delphin , includes ambassadors and senior representatives from several EU member states. A business delegation from the Federation of European Businesses in India (FEBI) is also part of the visit, and is scheduled to engage separately with state government officials to identify concrete trade and investment opportunities.

Discussions with Chief Minister Himanta Biswa Sarma and senior government officials will focus on expanding cooperation across semiconductors, renewable energy, healthcare, pharmaceuticals, electronics manufacturing, tea, food processing and sustainable urban development. The CM has described the visit as an important chapter for deeper Indo-EU ties, saying Assam's expanding strengths in agriculture, technology, energy and manufacturing make it a compelling destination for international investment.

A centrepiece of the visit is the launch of Assam's first Blue Valley Cluster , an industrial ecosystem designed to promote innovation, research and sustainable manufacturing, with a focus on fragrances, flavours, AYUSH products and food processing. Developed under a public-private-people partnership model, it forms part of the wider Blue Valleys initiative announced at the 2026 EU-India Summit and is expected to boost regional value chains and attract foreign investment.

On Tuesday, the delegation will participate in the 'Blue Valleys: Building Ecosystems and Value Chains Between India and Europe' workshop in Guwahati. The forum will bring together Indian and European businesses to discuss collaboration in sustainable industries, innovation and value-chain development, with the initiative seeking to strengthen industrial clusters, MSME networks and sector-specific value chains. Priority areas include clean energy, bamboo-based industries, eco-friendly textiles, biotechnology and smart manufacturing.

The delegation will also tour Tata Electronics' semiconductor facility at Jagiroad in Morigaon , India's largest semiconductor plant, designed to produce "Made in India" chips for global automobile and telecom sectors. The visit to the plant underscores growing European interest in Assam's emergence as a high-technology manufacturing hub.

Ambassador Delphin noted that Northeast India, with Assam at its heart, holds tremendous potential, and that through initiatives such as Blue Valleys, the EU and India are creating long-term business partnerships capable of generating growth for both sides. Assam officials, for their part, see the engagement as critical to the state's ambition of leveraging its position as India's gateway to Southeast Asia into tangible global economic integration.
