
Can Cloud Seeding Save Karnataka From a Water Crisis? The Limits of Artificial Rain
Karnataka’s ₹28.52-crore cloud-seeding programme may provide short-term relief, but it is no substitute for long-term water management. Launched on September 4, the initiative seeks to enhance rainfall from suitable clouds and protect drinking-water supplies, reservoirs and farmers.
Karnataka has faced a rainfall shortfall this monsoon, raising concerns that inadequate storage before the season ends could cause water scarcity into next summer. More than 100 taluks have been identified as drought-affected, while farmers face moisture stress and crop losses.
Cloud seeding works by introducing particles into moisture-bearing clouds to encourage precipitation. Materials can include silver iodide, potassium iodide, dry ice and sodium chloride. Glaciogenic agents such as silver iodide help ice crystals form in suitable cold, supercooled clouds. Hygroscopic salts such as sodium chloride can encourage water droplets in warmer clouds to collide, merge and grow large enough to fall.
However, the technology is highly conditional. The World Meteorological Organization says cloud seeding can modify cloud microstructure under appropriate conditions, but results vary with cloud type and natural variability. It cannot create rain clouds, transport moisture into dry areas or guarantee rainfall.
That makes Karnataka’s real-time approach important. Doppler radar and weather observations can identify clouds with sufficient moisture, depth and suitable temperatures, while wind and updrafts determine whether seeded particles remain inside the target cloud long enough to influence precipitation. Without suitable clouds, seeding cannot work.
Karnataka needs a broader strategy. Reservoir management should maximise storage and prioritise drinking water. Groundwater conservation and artificial recharge can strengthen underground reserves, while rainwater harvesting, restored tanks, check dams and watershed development can retain more rainfall locally.
Agriculture needs greater water efficiency through micro-irrigation, soil-moisture conservation and drought-tolerant crops. Basin-level planning can coordinate surface water, groundwater, farming and urban demand.
Cloud seeding can be a useful emergency rainfall-enhancement tool, particularly when suitable clouds are available, but its uncertain, weather-dependent results make it unsuitable as Karnataka’s primary drought solution. Its greatest value will come when every additional drop is captured, stored and conserved.
