Cochin RPO Named India’s Best Passport Office for 2025-26, Wins Ninth National Title

In a major recognition of efficient public service delivery, the Regional Passport Office (RPO), Cochin , has been adjudged the Best Passport Office in India for 2025-26 , earning the prestigious distinction for a record ninth time since the award was instituted by the Ministry of External Affairs. The achievement underscores Kerala's growing reputation for citizen-centric governance and administrative excellence.

The award was presented by External Affairs Minister Dr. S. Jaishankar to Dipin P.R., Regional Passport Officer, Cochin , during the Passport Seva Divas celebrations and the Regional Passport Officers' Conference held in New Delhi on June 19.

Instituted under the Passport Seva Puraskar programme in 2013-14, the national awards recognise outstanding performance among passport offices across the country. With its latest win, RPO Cochin has strengthened its position as one of India's most consistently high-performing passport service centres.

According to the Ministry's evaluation framework, passport offices are assessed on several key parameters, including appointment availability, application processing time, grievance redressal, speed of passport issuance, employee productivity, pendency management and minimisation of file escalations from Passport Seva Kendras. RPO Cochin emerged as the top performer by excelling across nearly all these indicators.

The office's success has been driven by a combination of robust infrastructure and technology-led reforms. RPO Cochin serves citizens across Ernakulam, Alappuzha, Idukki, Kottayam, Palakkad and Thrissur districts , besides the Union Territory of Lakshadweep , through a network of five Passport Seva Kendras and five Post Office Passport Seva Kendras . The expanded service network has improved accessibility and reduced travel burdens for applicants.

Officials attribute much of the office's efficiency to procedural innovations introduced under the Government's Passport Seva Programme . These include digital application processing, real-time service tracking, proactive grievance resolution, continuous monitoring of pending cases and streamlined coordination between agencies. The office has also implemented the upgraded Passport Seva Project Version 2.0 and is facilitating the rollout of e-Passports , which contain embedded electronic chips to enhance security and simplify international travel procedures.

In another significant achievement, the Kerala Police received the Institutional Performance Award for passport verification during 2025-26. The award was accepted by DGP Ravada A. Chandrasekhar , recognising the department's crucial role in ensuring prompt verification and reducing processing timelines.

RPO Cochin also secured honours in individual categories. Sujani K., Assistant Superintendent , was named Best Verification Officer , while K. Dileep , Customer Service Manager at the Passport Seva Kendra in Thrissur, received the award for Best Customer Service Manager .

The recognition highlights the power of coordinated governance involving the passport office, police and postal authorities. As India expands digital passport services and e-Passport adoption, the Cochin model is increasingly being viewed as a benchmark that other states can emulate to improve efficiency, transparency and citizen satisfaction.
