Delhi HC Declines Immediate Relief to Satirical CJP X Handle, Orders Review

The Delhi High Court on Friday declined to immediately restore the X account of satirical digital collective “Cockroach Janta Party” (CJP) , instead directing a review committee under the IT Rules to reconsider the blocking before July 7.

Hearing a petition filed by CJP founder Abhijeet Dipke , Justice Purushaindra Kumar Kaurav issued notices to the Centre and X, formerly Twitter, while allowing Dipke to appear virtually before the review committee. The court observed that the panel has the authority to recommend unblocking if it finds merit in the petitioner’s claims.

Senior advocate Akhil Sibal , appearing for Dipke, argued that the account primarily published satire and political commentary , and that individual objectionable posts if any could have been removed instead of blocking the entire handle.

The court, however, indicated that the case appeared different from previous instances where only specific posts were flagged. It orally observed that authorities may have found the “entire activity” itself objectionable.

The controversy emerged after remarks attributed to Chief Justice of India Surya Kant during a May 15 hearing triggered online reactions and the rise of the “cockroach” protest symbolism. The CJI later clarified that his remarks were directed at fake degree holders entering the legal profession and had been misrepresented.

After the original CJP handle was withheld in India, supporters launched a new account, “Cockroach is Back,” which rapidly gained traction online.

The case has intensified debate around satire, censorship, and political speech on social media , especially as digital activism increasingly relies on memes, parody, and symbolic protest. Legal experts say the outcome could influence future cases involving blanket blocking orders and the limits of online expression under India’s IT Rules.
