
ECI Unveils Schedule for Biennial Rajya Sabha Elections in 10 States
The Election Commission of India (ECI) on Wednesday announced the schedule for the biennial elections to the Rajya Sabha to fill 37 seats across 10 states , as the terms of sitting members are set to expire in April 2026 .
According to an official press note, the members retiring were elected from Maharashtra, Odisha, Tamil Nadu, West Bengal, Assam, Bihar, Chhattisgarh, Haryana, Himachal Pradesh and Telangana . Their six-year terms will conclude in April, necessitating elections to fill the vacancies. Andhra Pradesh is not part of this election cycle , as no Rajya Sabha member from the state is retiring this year.
Rajya Sabha elections are held biennially because the Upper House is a permanent body and is not subject to dissolution. Under Article 83(1) of the Constitution of India, as nearly as possible, one-third of the members retire every second year . This staggered system ensures continuity and stability in parliamentary functioning .
The notification for the polls will be issued on February 26 , marking the commencement of the election process. The last date for filing nominations is March 5 , while scrutiny will be conducted on March 6 . Candidates may withdraw their nominations until March 9 . Polling is scheduled for March 16 , and counting of votes will take place the same day at 5 pm . The election process will be completed by March 20 .
The Commission has directed that only integrated violet-colour sketch pens of pre-fixed specifications, supplied by the Returning Officer, shall be used to mark preferences on ballot papers. No other pen will be permitted.
The ECI also stated that adequate measures, including the appointment of observers , will be undertaken to ensure the smooth and fair conduct of the elections.
Meanwhile, the Election Commission has launched an EVM and VVPAT awareness campaign across poll-bound states and Union Territories to familiarise electors with the voting process. Over 1.20 lakh voters have participated in demonstration camps, with more than 1.16 lakh casting mock votes . The initiative is aimed at building voter confidence and understanding ahead of upcoming state assembly or general elections and is not related to Rajya Sabha elections, where only MLAs cast votes.
