
ED Files Third Charge Sheet in Bengal Teachers’ Recruitment Scam, Names Partha Chatterjee
The Enforcement Directorate (ED) has filed a third charge sheet in the West Bengal teachers’ recruitment scam , naming former TMC minister Partha Chatterjee , his alleged associate Arpita Mukherjee , and expelled TMC leader Kuntal Ghosh , among others. The charge sheet was filed on June 26 before a special PMLA court in Kolkata .
The case relates to alleged irregularities in the recruitment of assistant teachers for classes 9 to 12 through the West Bengal Central School Service Commission (WBCSSC) . The ED has already filed two charge sheets earlier in April 2024 and October 2025.
According to the agency, the scam involved manipulation of OMR sheets , tampering of interview marks, illegal appointments of ineligible candidates, and issuance of appointments after panel expiry. It alleged that thousands of candidates were illegally recruited , depriving eligible applicants.
The ED said then education minister Partha Chatterjee played a key role , misusing his position in collusion with officials and intermediaries. It further alleged that illegal gratification was taken for appointments .
The agency has attached assets worth about ₹301 crore in this case, while total attachments across related recruitment probes in West Bengal stand at ₹702.93 crore . Arrests include alleged middleman Prasanna Kumar Roy and former TMC MLA Jiban Krishna Saha .
The case originates from a CBI FIR , and in April 2025, the Supreme Court quashed over 25,000 appointments , citing a tainted recruitment process. The investigation is ongoing.
