EU Launches Ukraine Membership Talks Despite Ongoing Russia War

The European Union has agreed to formally open accession negotiations with Ukraine and Moldova on Monday in Luxembourg, marking a major step in the two countries’ long path toward joining the 27-member bloc despite Russia’s ongoing war against Ukraine. The decision was approved by ambassadors from all EU member states on Friday after months of political hurdles.

The talks will begin with the opening of the “Fundamentals” cluster, covering rule of law, democratic institutions, human rights and judicial reforms. The move follows the completion of the EU’s screening process and is widely seen as a strong political endorsement of Ukraine’s European aspirations.

Ukrainian President Volodymyr Zelenskyy welcomed the decision, calling it significant political and moral support for Ukraine as it continues to defend itself against Russia’s invasion. Moldovan President Maia Sandu also praised the breakthrough, saying her country had fulfilled the necessary reform requirements.

A key development missing from many initial reports is that Hungary’s previous opposition was overcome after Kyiv and Budapest reached an agreement on the language, cultural and education rights of roughly 100,000 ethnic Hungarians living in western Ukraine. The deal helped clear the way for unanimous EU approval.

EU leaders Antonio Costa and Ursula von der Leyen described the decision as recognition of both countries’ reform efforts and resilience during extraordinary challenges.

The development comes amid debate over German Chancellor Friedrich Merz’s proposal for an interim “associate membership” status that would allow Ukraine to participate in EU institutions without voting rights while full accession negotiations continue. Several member states are also discussing safeguards for future enlargements.

Although the opening of talks is historic, full EU membership remains years away. Candidate countries must complete negotiations across 35 policy chapters, and every stage requires unanimous approval from all member states.
