Fast Track for India's Biggest Port Dream: Bombay HC Clears Mangrove Removal for Rs 76,220 Cr Vadhvan Project

In a significant boost to one of India's most ambitious infrastructure ventures, the Bombay High Court has cleared the way for faster implementation of the Vadhvan Port Project in Maharashtra's Palghar district by permitting the removal of mangroves required for a critical highway connectivity corridor.

The decision is expected to accelerate work on the mega port project, which is envisioned as a game-changing maritime hub capable of transforming India's position in global shipping and container trade.

A division bench comprising Justices Bharati Dangre and Manjusha Deshpande observed that the project serves a larger public purpose and carries substantial economic importance. The court allowed the National Highways Authority of India (NHAI) to remove 208 mangrove trees for the construction of an eight-lane access-controlled highway that will connect the upcoming port to National Highway 48 .

The bench noted that all required environmental safeguards had been fulfilled before granting approval. According to the court, the project authorities had secured the necessary environmental, coastal regulation zone, and forest clearances, while also complying with compensatory afforestation obligations.

Emphasising the national significance of the project, the court observed that the proposed port could strengthen India's standing in international maritime trade and help the country emerge among the world's leading container port nations. Reliable road connectivity, it said, is essential for the success of such a large-scale infrastructure undertaking.

The NHAI had approached the court because of earlier directions issued in a long-running public interest litigation concerning mangrove protection, under which prior judicial approval is required before mangroves can be removed, even for public infrastructure projects.

Records presented before the court showed that the project authorities had undertaken extensive compensatory measures. More than 1.33 lakh mangroves have been planted across 30 hectares of land , while over Rs 4.83 crore has been deposited towards compensatory afforestation and related environmental commitments.

The clearance removes one of the key pending obstacles facing the project. Vadhvan Port Project Limited (VVPL) said the decision, along with progress on several parallel infrastructure works, has created strong momentum for the project's next phase.

VVPL Chairman and Managing Director Gaurav Dayal said the steady progress in approvals, infrastructure development and stakeholder coordination has reinforced confidence in achieving project milestones within the planned timeline.

Located near Dahanu in Palghar district, the proposed Rs 76,220 crore Vadhvan Port is being developed through a special purpose vehicle formed by the Jawaharlal Nehru Port Authority and the Maharashtra Maritime Board . The all-weather greenfield port will feature nine container terminals, multiple cargo berths, liquid cargo facilities, a Ro-Ro terminal and dedicated Coast Guard infrastructure.

The project also involves reclaiming 1,448 hectares of sea area and constructing a 10.14-kilometre offshore breakwater , making it one of the largest port infrastructure developments ever undertaken in India.

With a major legal and environmental hurdle now cleared, the Vadhvan Port Project appears poised to enter a faster phase of execution, bringing India closer to its goal of becoming a leading force in global maritime trade.
