
Four Arrested in ISI-Linked Module for Planned Firing Attack in Delhi-NCR
The Delhi Police Special Cell has arrested four men from Punjab for their alleged involvement in an ISI-backed terror and arms smuggling network that was reportedly planning a firing-based terror attack in Delhi-NCR , officials said on Thursday.
The accused have been identified as Shubdeep Singh alias Vishal (23), Gurjant Singh alias Rishi (22), Sajan Singh alias Honey (28), and Gaganpreet (24) . According to police, the module was operating under the direction of Pakistan-based handler Shahzad Bhatti , using social media platforms and foreign phone numbers to coordinate and evade surveillance.
Investigators said the group was allegedly tasked with conducting a reconnaissance of police establishments and religious sites in Delhi, followed by a planned execution of a firing incident in the national capital.
During the operation, police recovered foreign-made pistols, a Zigana pistol, multiple live cartridges, and mobile phones from the accused. Officials said the weapons and communication devices were being used as part of the terror module’s logistics network.
Police further claimed that the accused were part of a wider cross-border conspiracy involving drone-based smuggling of arms and narcotics from Pakistan , with some members also tasked with gathering video footage of sensitive locations before the planned attack.
The arrests were made following specific intelligence inputs, leading to coordinated raids across Delhi and Punjab . Some of the accused were also found to have prior involvement in NDPS Act cases , according to police.
Officials said the investigation is ongoing to trace other operatives, funding channels, and logistical links of the network.
