Haryana Chief Minister Nayab Singh Saini has proposed the procurement of 5,000 body-worn cameras next year for police personnel deployed on roads, as part of a phased plan to equip officers over the next three years. The announcement was made while presenting the 2026–27 state budget in the Assembly on Monday.

He said all activities of police personnel on duty will be recorded through these cameras to enhance transparency and accountability in law enforcement.

The government also proposed setting up seven new women police stations at Loharu, Barwala, Narwana, Samalkha, Meham, Radaur and Pehowa. In addition, three new cybercrime police stations will be established in Sonipat, Gohana and Bahadurgarh to strengthen action against online offences.

To boost counter-terror preparedness, an Anti-Terrorist Squad (ATS) will be constituted under an officer of the rank of Inspector General of Police . One ATS police station each will be established in Gurugram and Panchkula, with provisions for the inclusion of women commandos in the specialised unit.

The Chief Minister announced that the Punjab Police Rules framed in 1934 will be repealed and replaced with modern Haryana Police Rules , aimed at creating a more citizen-centric and upgraded policing framework.

On the infrastructure front, new district jails will be constructed in Fatehabad, Charkhi Dadri and Panchkula, while a high-security prison will be set up in Rohtak. All jails will be equipped with modern surveillance systems, and body cameras will also be provided to jail wardens to monitor internal activities effectively. Petrol pumps will be opened in eight jails across Bhiwani, Narnaul, Jind, Gurugram, Rewari, Fatehabad, Charkhi Dadri and Jhajjar.

To address drug abuse, the state will establish a centre of excellence for de-addiction under a public-private partnership model to rehabilitate and reintegrate affected individuals into mainstream society.

For youth empowerment, a foreign language training scheme will be launched in collaboration with the Haryana Kaushal Rozgar Nigam. Financial assistance will be provided to students from families with an annual income of up to ₹3 lakh for international certification and training.

The government will also create a welfare fund to support families of youths who die abroad after migrating through legal channels. Additionally, a Pre-Departure Orientation Training Centre will be established in coordination with the Ministry of External Affairs to train youth before overseas travel.
