India and France Elevate Strategic Partnership with Ambitious Innovation Roadmap 2030

India and France have adopted the India-France Innovation Roadmap 2030 , setting an ambitious framework to expand cooperation in artificial intelligence (AI), emerging technologies, research, education, health, space, and innovation-led economic growth .

The roadmap was announced after Prime Minister Narendra Modi and French President Emmanuel Macron elevated bilateral ties to a "Special Global Strategic Partnership" and jointly launched the India-France Year of Innovation 2026 .

Positioned as a key pillar of the partnership, "Trusted AI" will drive collaboration on safe, secure and transparent AI systems, governance frameworks, privacy-preserving data sharing, and measures to combat misinformation and online harms. Both countries also identified child safety online as a priority area, with plans to cooperate on age-assurance technologies and AI safety standards.

The roadmap aligns India's Viksit Bharat 2047 vision with France's France 2030 strategy, emphasizing innovation as a driver of economic resilience, technological sovereignty and sustainable development.

To strengthen people-to-people ties, the two countries reaffirmed support for academic mobility and research exchanges, including efforts to expand the Mutual Recognition of Qualifications (MRQ) framework and advance France's goal of hosting 30,000 Indian students by 2030 .

India and France also announced initiatives to deepen industry-academia collaboration through institutions such as CEFIPRA and the newly launched India-France Innovation Network (IFIN) . New projects include an aeronautics training campus in Kanpur, the India-France InnoXchange Bridge for startups, and enhanced cooperation between small and medium enterprises.

The roadmap further expands collaboration in space and health technologies , including AI-enabled healthcare research, secure health-data sharing, Earth observation, human spaceflight, and future space exploration projects.

The two countries said the partnership would be guided by mutual trust, democratic values, strategic autonomy and a shared commitment to human-centric innovation.
