India, Luxembourg Expand Cooperation In Space, AI And Quantum Technologies

India and Luxembourg are exploring wider cooperation in space, artificial intelligence, quantum technologies, advanced materials and life sciences, building on an existing partnership in the space sector.

Luxembourg Minister of Economy, SME, Energy and Tourism Lex Delles met Union Minister of State for Science and Technology and Space Dr Jitendra Singh in New Delhi on September 7, 2026, during his India visit. The two sides discussed identifying concrete areas of collaboration and developing proposals ahead of Luxembourg’s proposed State Visit to India in January 2027.

Space remains a key pillar of bilateral cooperation. India and Luxembourg signed an MoU in February 2022 for cooperation in the exploration and peaceful use of outer space. The partnership has since expanded to include communication satellite transponder leasing and the commercial launch of two Luxembourg satellites aboard PSLV.

The two countries discussed opportunities to connect Luxembourg’s space industry with India’s rapidly growing private space ecosystem. Potential areas include Earth observation, communication transponders, satellite and subsystem development, launch services, ground stations and mission support.

AI and high-performance computing also emerged as important areas for collaboration. India highlighted efforts to expand computing capacity, procure additional GPUs and develop indigenous large language models suited to its linguistic diversity. Luxembourg shared plans for a new AI-oriented high-performance computing facility and expressed interest in greater engagement between companies and institutions from both countries.

On quantum technologies, discussions covered quantum communication, computing and sensing under India’s National Quantum Mission. The two sides also identified potential opportunities linking quantum and optical communication technologies with the space sector.

In life sciences and biotechnology, India highlighted its BioE3 policy and possible collaboration with Luxembourg institutions in areas including neurodegenerative diseases and Alzheimer’s disease.

Delles also highlighted Luxembourg’s growing engagement with India in space, satellite communications, AI, cybersecurity and high-performance computing.

The meeting underscored the shift from a focused space partnership towards a broader technology, research and commercial partnership, with both countries seeking practical avenues to connect their institutions, industries and innovation ecosystems.
