Indian Railways Plans Industry-Specific Freight Wagons Under New Design Policy

The Railway Ministry has initiated reforms in its existing Wagon Design Policy to allow industries to develop freight wagons based on their specific transportation needs. The move aims to attract new freight segments, improve customer convenience, and increase the share of railways in India’s logistics sector.

Railway Minister Ashwini Vaishnaw reviewed the proposed reforms with senior officials on Thursday and directed them to finalise the new policy within 15 days . The updated framework will focus on creating an industry-friendly system for developing specialised commodity-specific wagons .

According to the ministry, consultations with industries, trade bodies, and major freight customers revealed that customised wagon designs could significantly expand the use of rail transport. Different commodities require unique arrangements for handling, loading, unloading, and movement, and tailored wagons could address these operational challenges.

The ministry highlighted the success of recently developed specialised wagons for commodities such as cement and salt , which have improved loading efficiency and transportation processes. Similarly, industries such as steel require dedicated systems for transporting products like coils safely.

Under the proposed policy, industries will be allowed to suggest modifications in wagon designs according to their requirements. However, safety approvals and quality standards will continue to be monitored by the Research Designs and Standards Organisation (RDSO) and the Chief Commissioner of Railway Safety (CCRS) .

The Railway Ministry said the reforms are expected to bring more industries into the freight ecosystem and encourage a shift of goods movement from roads to rail. The initiative is also aligned with the vision of Green Railways and Green Logistics by promoting more sustainable freight transportation.
