India’s US Envoy Kwatra Briefs Democrats As Russia Oil Tariff Bill Hits Roadblock

India’s Ambassador to the US Vinay Mohan Kwatra met senior Democratic lawmakers Brad Sherman and Katherine Clark this week, briefing them on External Affairs Minister S Jaishankar’s recent Ukraine visit, India’s peace efforts and its energy security concerns.

Kwatra met Sherman on Thursday and Clark, the Democratic Whip in the US House of Representatives, on Friday. The discussions covered India-US cooperation in defence, trade, technology and energy, as well as developments in Ukraine.

After meeting Sherman, Kwatra said he briefed the Congressman on India’s efforts for a peaceful resolution of the Ukraine conflict and discussed New Delhi’s energy security imperatives. During his meeting with Clark, he similarly outlined Jaishankar’s Ukraine visit and India’s continuing efforts to promote peace.

The diplomatic outreach comes as Washington considers tougher measures against Russia and countries that continue to purchase Russian energy. The Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 cleared the US Senate in August and could empower President Donald Trump to impose tariffs of up to 100 per cent on major buyers of Russian oil and gas, including India and China.

However, the legislation remains stalled in the House. Democratic Leader Hakeem Jeffries has said his party has not taken a position on the bill, while raising concerns that it could give the Trump administration excessive tariff and sanctions authority. The measure has also faced opposition from some lawmakers and trade groups.

The bill’s prospects have dimmed amid resistance in the House, with reports suggesting it is unlikely to advance before the November 2026 midterm elections. The delay provides India temporary relief from the immediate threat of additional US tariffs linked to its Russian oil purchases.

The issue remains significant for New Delhi as Russian crude continues to form a substantial share of India’s oil imports. Kwatra’s meetings therefore come at a sensitive point in India-US ties, with New Delhi seeking closer cooperation with Washington while stressing its energy security needs and diplomatic approach to the Ukraine conflict.
