IOC Eases Restrictions on Russian Athletes, Signals New Olympic Roadmap for LA 2028

The International Olympic Committee (IOC) has announced a significant policy shift by ending its three-year neutral status vetting programme for Russian athletes, paving the way for international sports federations to manage eligibility ahead of qualification events for the 2028 Los Angeles Olympics .

The decision marks another step in the gradual reintegration of Russian and Belarusian athletes into global sport after years of restrictions imposed following Russia's military invasion of Ukraine in 2022. The IOC had already indicated in May that athletes from Russia and Belarus should once again be allowed to compete under their national identity , reversing the temporary arrangements that required them to participate as neutral competitors.

Following its Executive Board meeting in Lausanne, the IOC reiterated that it remains committed to supporting Ukraine's Olympic community , which has received continued assistance since the war began. At the same time, the Olympic body said the earlier conditions that led to the suspension of the Russian Olympic Committee were no longer applicable. The suspension, imposed in October 2023 , stemmed from Russia's decision to incorporate sports councils from occupied Ukrainian territories into its Olympic structure.

The latest move effectively transfers responsibility for determining athlete eligibility to individual international sports federations as preparations gather pace for the Los Angeles 2028 Olympic Games .

However, the IOC has stopped short of restoring Russia's flag, anthem, and official team representation at Olympic events. It stated that any decision on the country's full return to the Olympic movement would be taken "at an appropriate time."

The committee also stressed that Russian athletes seeking international competition must continue to undergo multiple anti-doping tests and remain part of a recognised testing programme to rebuild confidence within the global sporting community.

The IOC further confirmed that it will not organise Olympic events in Russia or invite Russian government and state officials to IOC competitions, maintaining several sanctions despite easing athlete participation rules.

The next Olympic event on the calendar is the 2026 Youth Olympic Games in Dakar, Senegal , beginning on October 31 , where the updated participation framework is expected to come into effect.
