J&K to Bring 50,000 Migrant Families Under NFSA, Expands Welfare Access

In a significant step towards strengthening social security, the Jammu and Kashmir government has launched an ambitious initiative to integrate nearly 50,000 migrant families into the National Food Security Act (NFSA) database, expanding their access to a wide range of welfare schemes while retaining all existing relief benefits.

The exercise is being carried out by the Relief and Rehabilitation Organisation in coordination with the Department of Food, Civil Supplies and Consumer Affairs and the Social Welfare Department. Officials said the move transforms the migrant ration card from merely a food entitlement document into a comprehensive gateway for multiple government welfare programmes.

Authorities clarified that the integration will not affect existing food entitlements, recognised migrant status or relief provisions. Instead, it is designed to simplify access to social protection measures by linking eligible families with the national welfare database.

As part of the outreach campaign, teams have been conducting door-to-door visits, e-KYC verification and field-level assistance. So far, more than 3,000 migrant families have received support in completing the necessary formalities.

Officials said the integration has already improved access to pensions, healthcare and financial assistance. A total of 1,625 old-age pensions, 114 widow pensions and 88 disability pensions have been verified and sanctioned. In addition, approvals have been granted under the State Marriage Assistance Scheme, while assistive devices, including tricycles, have also been provided to eligible persons with disabilities.

The initiative is also helping beneficiaries enrol in flagship schemes such as Ayushman Bharat, student scholarship programmes and marriage assistance schemes without procedural hurdles.

According to the government, a fresh phase of special awareness and facilitation camps will continue from August 3 to August 31 across migrant camps and designated locations in Jammu and Udhampur.

The camps are being organised under the supervision of Relief and Rehabilitation Commissioner (Migrants) Arvind Karwani, with Common Service Centre operators providing free on-site assistance to help eligible migrants complete online applications and secure timely access to welfare benefits.
