Manipur Final Voter Roll: 1.89 Lakh Deleted, Conflict-Hit Districts See Contrasting Trends

Manipur’s electoral map has undergone a significant reshaping following the Special Intensive Revision (SIR), with the Election Commission releasing the final voter roll showing 19.6 lakh electors across the state’s 60 Assembly constituencies.

The electorate is down from 20.93 lakh voters recorded on May 18, a net decline of about 1.32 lakh. However, the numbers tell a more complicated story than a simple wave of deletions. The draft roll published on July 5 had 19.34 lakh electors, and the subsequent claims and objections process added 56,871 voters, while removing 30,650, resulting in a net increase of more than 26,000 from the draft.

The SIR also highlighted the challenges of maintaining voter records in a state that has witnessed prolonged ethnic violence and displacement since 2023. Of the 1,58,677 enumeration forms that were not received, officials classified 72,473 voters as shifted, 43,000 as deceased, 34,740 as absent, 7,394 as duplicate entries and 1,070 under other reasons.

The largest fall between the draft and final rolls was recorded in Kangpokpi, where the electorate declined by 11,471, followed by Senapati, which lost 4,780 voters. Both are among the hill districts affected by the conflict. Yet the trend was not uniform: Churachandpur gained 5,969 voters and Ukhrul added 5,292, underlining the complexity of voter movement and enrolment in conflict-affected areas.

Importantly, the Election Commission has not released a community-wise breakdown of the deletions. Therefore, the available figures cannot establish whether removals disproportionately affected Meitei, Kuki-Zo, Naga or any other community.

The revision involved extensive verification, including scrutiny of more than 12.2 lakh cases flagged for discrepancies or lack of mapping, with 26,362 electors ultimately declared ineligible through speaking orders.

With appeals still possible, the final roll is not merely an administrative document. In a state where displacement, demographic concerns and citizenship debates remain deeply contested, its accuracy could have significant implications for political representation and public confidence in the electoral process.
