Mark Carney Calls Air India Flight 182 Canada’s Deadliest Attack On 41st Anniversary

Canadian Prime Minister Mark Carney on Tuesday described the 1985 bombing of Air India Flight 182 (Kanishka) as the “deadliest attack in Canada’s history,” while marking the National Day of Remembrance for Victims of Terrorism. The Montreal to New Delhi flight exploded 45 minutes before landing at London’s Heathrow Airport on June 23, 1985, killing all 329 people on board, including 268 Canadians, most of Indian origin, as the aircraft was operating a multi-leg route from Canada via Europe to India.

Carney said the tragedy remains a defining moment in Canada’s national memory and stressed that the country stands firmly against violent extremism in all forms. He reiterated that Canada is strengthening national security laws, disrupting terrorist financing networks, and supporting community based prevention programmes while honouring victims and survivors.

The bombing, linked to Canada based Sikh extremist elements in retaliation to Operation Bluestar (1984) at the Golden Temple , remains one of the most extensively documented terror investigations in Canadian history. Despite decades of trials and inquiries, Canadian authorities have acknowledged that the case exposed significant intelligence failures between agencies including CSIS and the RCMP, and continues to be cited in security reviews.

Marking the 2026 anniversary, Canada’s government again highlighted remembrance events held across the country, including memorials in Toronto, Vancouver, Ottawa, and Montreal, where victims’ families continue to gather annually. Diplomatic commemorations also saw participation from Indian and Irish representatives, reflecting the international impact of the tragedy due to the multinational passenger list.

Carney also reiterated that Canada is working to rebuild broader cooperation with India while managing sensitivities arising from recent bilateral tensions linked to the 2023 killing of Hardeep Singh Nijjar , which had previously strained diplomatic engagement between Ottawa and New Delhi.

The National Day of Remembrance for Victims of Terrorism, established in 2005, continues to serve as Canada’s central annual observance of terror related losses, with the Air India bombing remaining its most cited case.
