MCPCR Seeks Probe Into Teen’s Killing, Stronger Security for Children in Manipur

The Manipur Commission for Protection of Child Rights (MCPCR) on Tuesday urged the state government to take immediate measures to ensure the safety of minors in conflict-affected areas.

The commission’s statement followed the alleged killing of a 17-year-old student from Upper Nkou (Takou) village in Tamenglong district. The teenager was allegedly killed by armed miscreants, and the rights body called for a prompt investigation to establish the circumstances of the incident and fix responsibility.

The MCPCR also expressed concern over minors repeatedly becoming victims of violence in the state. It said such incidents violate the rights, safety and dignity of children.

The commission called for adequate security along vulnerable routes used by students, besides protection around educational institutions, villages and other areas where children may face risks.

It also asked authorities to ensure effective coordination among district administration, police, educational institutions and local authorities. The coordination should help identify threats affecting children and enable authorities to respond promptly, it said.

The rights body has sought an Action Taken Report (ATR) within 15 days from the district administration and police authorities. The report is to cover the investigation and prosecution of the case, ex-gratia and relief provided to the victim’s family, and measures taken to strengthen the safety and protection of minors and students in vulnerable areas.

The commission said the report should provide details of the authorities’ response to the teenager’s death as well as steps taken for child protection in locations where minors face risks.

The demand covers the handling of the specific case, including investigation and prosecution, and the measures being taken by authorities to protect students and other children in vulnerable parts of the state.

The MCPCR has asked the district administration and police to submit the ATR within the stipulated 15-day period. It wants authorities to act promptly when threats to minors are identified. The commission’s statement comes after the student’s death and its concern over repeated violence involving minors in Manipur.
