Mobile free schools proposal sparks debate among educators and parents in Karnataka

The Karnataka government is considering a proposal to restrict the use of mobile phones by students below 16 years in schools, amid growing concerns over social media addiction and its impact on academic performance.

Addressing vice-chancellors and senior education administrators at a conference, Chief Minister Siddaramaiah said the government was seeking expert opinion before taking a final decision. He noted that countries such as Australia and several European nations had already introduced similar restrictions. “At least inside classrooms, mobile phone use should be avoided to maintain discipline and focus on studies,” he said.

Officials indicated that the ban, if approved, would be enforced through school-level rules. Students may be required to deposit their phones in lockers or sealed pouches during school hours and collect them after classes. Teachers and principals would monitor compliance through classroom checks.

Several vice-chancellors raised concerns that mobile phones are now widely used for homework, instructions and communication with students and parents. To address this, the government is considering alternative arrangements such as school computers, tablets, and parent-linked digital platforms , allowing online learning to continue without unrestricted phone use in classrooms.

For colleges and students above 16 years, the restrictions are expected to be limited mainly to classrooms. Universities may frame their own guidelines, permitting phone use in hostels and common areas while ensuring academic discipline during lectures.

Proposed penalties include temporary confiscation of phones, warnings to parents, and disciplinary action for repeat violations . Officials said the approach would be reformative rather than punitive.

Parents have largely welcomed the proposal, citing screen addiction and declining attention spans. “A classroom ban will help children concentrate better,” said a parent representative. Student reactions were mixed, with some supporting restrictions during class hours and others raising concerns about safety and access to assignments.

State Home Minister G Parameshwara confirmed that the government is seriously examining the proposal based on studies linking early phone exposure to poor academic outcomes. Deputy Chief Minister D K Shivakumar said discussions are ongoing and feedback from educators, parents and students will guide the final decision.
