NCW’s 14490 Helpline Bridges Gap Between Women and Justice

In a significant step towards strengthening women’s safety, welfare and access to justice, the National Commission for Women (NCW) has expanded its support framework through the 24×7 Women Helpline – 14490 , a nationwide toll-free service that provides immediate assistance, counselling and grievance redressal for women facing violence, harassment, discrimination and emotional distress. The initiative is designed to make support services more accessible while leveraging technology to create a faster and more responsive system for addressing women’s concerns.

As India’s apex statutory body for safeguarding women’s rights, the NCW , established in 1992 under the National Commission for Women Act, plays a crucial role in addressing issues such as domestic violence, dowry harassment, workplace discrimination, labour exploitation, gender-based violence and unequal employment opportunities . Every year, the Commission receives thousands of complaints from women across the country, highlighting the need for accessible and reliable support mechanisms.

To bridge this gap, the Commission introduced the easy-to-remember 14490 helpline , linked to its existing number 7827170170 . Any woman or girl above the age of 18 can access the service free of cost. The helpline is staffed by trained psychological counsellors from leading mental health institutions, ensuring professional and compassionate support for women experiencing trauma, abuse or emotional distress.

The helpline functions as a Digital Complaint Registration System , allowing women to register complaints round the clock. In addition to complaint registration, it offers psychological counselling, legal guidance, referral support and information on government welfare schemes . Women can also be connected with police authorities, hospitals, legal aid services, One Stop Centres and other support agencies when required.

A key feature of the initiative is its structured complaint redressal mechanism . Complaints are scrutinised to determine whether they fall within the Commission’s jurisdiction. Eligible complaints are registered and assigned a unique case number, after which NCW coordinates with relevant authorities to expedite investigations, ensure implementation of legal provisions, facilitate mediation and counselling, and, in serious cases, constitute inquiry committees.

The Commission handles a wide range of complaints, including domestic violence, sexual harassment, cyber abuse, dowry-related cruelty, abandonment, NRI marriage disputes and gender discrimination . Beyond individual case resolution, complaint data helps identify emerging crime trends, institutional gaps and policy shortcomings. These insights are used to recommend reforms and strengthen women’s safety measures.

Aligned with the Digital India vision, the 14490 Women Helpline complements emergency services such as 112 , state-run 181 Women Helplines , and One Stop Centres , creating a more integrated support ecosystem. By combining technology, counselling, legal assistance and institutional coordination, the initiative is emerging as a vital pillar of India’s efforts to build a more responsive, survivor-centric and data-driven framework for women’s safety and empowerment .
