Nirbhay Chetna Targets 17.5 Lakh Panchayat Representatives for Gender-Sensitive Leadership

In a landmark effort to promote women's safety and gender equality at the grassroots level, the Ministry of Panchayati Raj is scaling up Nirbhay Chetna , a nationwide campaign designed to sensitise male elected representatives on issues related to women's rights, dignity, leadership and security. Implemented under the Nirbhaya Fund , the initiative forms a key pillar of the broader Nirbhay Raho programme , launched on March 11, 2026 , and is being hailed as the world's largest gender-sensitisation drive focused on men in local governance.

The campaign gathered momentum with a three-day Training of Trainers (ToT) programme held in New Delhi from June 17 to 19. During the programme, the Ministry launched the Nirbhay Chetna training module developed by Transform Rural India and trained an initial batch of around 40 master trainers from Assam, Chhattisgarh, Himachal Pradesh, Maharashtra, Odisha and Uttarakhand . These trainers will form the backbone of a nationwide cascading model that will eventually cover all States and Union Territories.

Speaking at the inaugural session, Vivek Bharadwaj , Secretary, Ministry of Panchayati Raj, said the vision of Viksit Bharat cannot be achieved without ensuring the safety, dignity and equal participation of women. He described Panchayats as institutions capable of driving social and democratic transformation by influencing attitudes and behaviours within communities. Additional Secretary Sushil Kumar Lohani stressed that women's safety is a collective responsibility and highlighted the role of Panchayats in creating a more inclusive and gender-responsive governance framework.

Unlike traditional programmes that primarily focus on empowering women, Nirbhay Chetna seeks to address the root causes of gender inequality by encouraging behavioural change among men . The initiative aims to equip male elected representatives with a deeper understanding of gender issues, challenge social stereotypes, promote positive masculinity and encourage them to become advocates for women's empowerment within their communities.

The programme adopts a participatory learning model featuring expert sessions, case studies, group discussions and experiential learning exercises. Key themes include gender equality , women's safety , positive masculinity , community participation, prevention of violence against women and strengthening women's leadership in local governance.

The scale of the initiative is unprecedented. The government plans to develop a cadre of 28,500 Master Trainers at the state, district and block levels who will train more than 17.5 lakh male elected representatives across India's Panchayati Raj system. The outreach is particularly significant given that the country has over 32 lakh elected Panchayat representatives , including nearly 14.5 lakh women representatives , making it one of the largest grassroots democratic networks in the world.

Nirbhay Chetna is one of three components of the Nirbhay Raho initiative . While Nirbhay Netri focuses on capacity building and legal awareness for elected women representatives, Nirbhay Drishti aims to strengthen rural safety infrastructure through CCTV installations at strategic locations. Together, the three pillars combine leadership development, behavioural transformation and technology-enabled interventions to improve women's safety and participation.

Although the government has not announced a separate allocation exclusively for Nirbhay Chetna, budget documents indicate that interventions related to women's safety awareness, capacity building and sensitisation of male Panchayat representatives received ₹15 crore under the Revised Estimates for 2025-26 through the Nirbhaya Fund framework.

By engaging men as partners in change and embedding gender sensitivity into local governance, Nirbhay Chetna seeks to transform Panchayats into catalysts of social reform, helping create safer, more inclusive and equitable rural communities across India.
