Omkam Aviations Pvt Ltd has announced plans to bring 50 Russian IL-114-300 regional aircraft to India, with the company in advanced discussions with Russia's United Aircraft Corporation (UAC) for local assembly and technology transfer.

The proposed initiative was discussed at the Innoprom India trade fair at Bharat Mandapam in New Delhi. Omkam Aviations Managing Director Peeyush Kumar Aggarwal said the company has signed a Letter of Intent (LoI) with UAC for the purchase of 50 IL-114-300 aircraft.

"Six aircraft will make up the first batch, with an assembly line to be built in India, followed by technology transfer," Aggarwal said, describing it as a major proposed facility for civil aviation manufacturing in the country.

The company estimates an initial investment of around ₹1,500 crore for the first six aircraft and their support systems. Investment is expected to rise as the project moves towards larger-scale manufacturing.

Omkam said it plans to eventually achieve 100 per cent manufacturing in India under a proposed full Transfer of Technology agreement with UAC. It is also exploring the possibility of exporting aircraft manufactured in India to overseas markets. Russia's Sberbank has committed in principle to support the proposed venture with funding.

The IL-114-300 is a twin-engine turboprop designed to carry around 66-68 passengers. It is intended for regional operations, including airports with shorter runways and limited ground infrastructure.

Omkam Executive Director Aditya Aggarwal said the aircraft could improve direct connectivity between smaller cities and major economic centres, citing potential routes linking cities such as Meerut, Noida, Agra and Pune.

The company said the project could create a wider aviation manufacturing and maintenance ecosystem, including skills development and regional connectivity.

The proposed manufacturing and technology-transfer arrangements remain subject to definitive agreements, regulatory approvals and other applicable processes, Omkam said.
