PM Modi To Address PMVBRY Event As Employment Scheme Drives Formal Job Creation

Prime Minister Narendra Modi will virtually address a national-level programme under the Pradhan Mantri Viksit Bharat Rozgar Yojana (PMVBRY) on June 19, highlighting the Centre’s efforts to promote formal employment, expand social security coverage and strengthen India's labour market as part of the Viksit Bharat 2047 vision.

The event, organised by the Employees' Provident Fund Organisation (EPFO) Regional Office, Thiruvananthapuram, at the University of Kerala Senate Hall in Palayam, will be attended by Union Labour and Employment Minister Mansukh Mandaviya , Minister of State Shobha Karandlaje , employers, employees and public representatives. Beneficiary establishments and workers will be felicitated, while selected employees will receive appointment letters.

Launched on August 1, 2025 , PMVBRY is one of the government's flagship employment-linked incentive programmes aimed at encouraging formal job creation and increasing workforce participation. The scheme offers benefits of up to ₹15,000 to eligible new employees earning up to ₹1 lakh per month. Employers creating additional jobs can receive incentives of up to ₹3,000 per employee per month , making formal hiring more attractive, particularly for labour-intensive sectors.

According to EPFO data, 2,375 establishments have registered under the scheme within the jurisdiction of the Thiruvananthapuram Regional Office as of June 15, 2026. These establishments have enrolled 64,768 members , including 23,731 new members and 41,037 rejoining members , indicating both fresh employment generation and the reintegration of workers into the formal economy.

Nationally, PMVBRY is expected to support millions of jobs by July 2027 and has emerged as a key pillar of the government's strategy to increase formalisation of employment. Experts note that the scheme's reliance on EPFO-linked registrations improves transparency and helps bring workers under provident fund and social security coverage, creating a more secure employment ecosystem.

The manufacturing sector is expected to be among the biggest beneficiaries, as incentives are available for four years , compared with two years for other sectors. Industries such as textiles, apparel, food processing, logistics, retail and services are also expected to see higher participation due to the cost advantages offered by the scheme.

However, labour economists caution that the long-term success of PMVBRY will depend on whether jobs created during the incentive period remain sustainable after government support ends. Concerns have also been raised regarding uneven participation across states, varying levels of awareness among smaller enterprises, and the need to ensure that employment growth reflects genuine expansion rather than temporary hiring to avail benefits.

Despite these challenges, PMVBRY is widely viewed as an important policy instrument for accelerating labour formalisation, expanding social security coverage and supporting India's ambition to become a developed economy by 2047. The June 19 programme is expected to showcase the scheme's progress and reinforce the government's focus on employment-led economic growth.
