Prime Minister Narendra Modi on Saturday dedicated to the nation , India's first greenfield integrated refinery-cum-petrochemical complex at Pachpadra in Rajasthan's Balotra district and later flew to Gujarat to inaugurate the country's third semiconductor plant in Sanand, capping a packed day of infrastructure launches across two states worth well over Rs 1 lakh crore combined.

At Pachpadra , Modi inaugurated the Rs 79,450 crore refinery built by HPCL Rajasthan Refinery Limited , a joint venture between Hindustan Petroleum and the state government, with a refining capacity of 9 MMTPA, petrochemical capacity of 2.4 MMTPA, and a Nelson Complexity Index of 17.0, Rajasthan's first refinery of any kind. Union Petroleum Minister Hardeep Singh Puri called it the country's first new greenfield refinery in a decade . Earlier, Modi inaugurated Jodhpur Airport's new terminal , launched the Modified UDAN scheme , laid the foundation for Phase 2 of the Jaipur Metro (41 km, Rs 13,000 crore, Prahladpura to Todi Mod), and dedicated the Churu Sadulpur and Churu Ratangarh rail doubling projects, four laning of NH 125A, Jodhpur Ring Road Section 2, and SJVN's and NHPC's Bikaner solar plants. Projects worth about Rs 1.06 lakh crore were launched in Balotra, and roughly 54,000 appointment letters were handed to new state recruits. Modi said India weathered the West Asia triggered energy crisis by widening its import base from 25 to 26 countries to over 40 countries, shielding citizens via a Rs 10 per litre excise cut even as oil companies absorbed over Rs 75,000 crore in losses.

In the evening, Modi reached Sanand and inaugurated CG Semi's Rs 7,600 crore OSAT facility , a joint venture with Renesas Electronics of Japan and Stars Microelectronics of Thailand, India's third chip plant this year after Micron's ATMP unit in February and Kaynes Semicon's facility in March. Recalling that he laid the foundation in 2024 and testing began in August 2025, Modi said, "This journey from foundation stone to commercial production is the result of the hard work of many youngsters." He called Sanand India's answer to Silicon Valley and said India would soon touch 1.5 crore chips a day in production there, with the plant expected to manufacture about 20 crore chips annually in its initial phase. He also blamed a lack of political will in earlier governments for delaying India's semiconductor push. Union Minister Ashwini Vaishnaw and Gujarat Chief Minister Bhupendra Patel also addressed the gathering.
