Puducherry Budget 2026–27: Higher Pensions, Marriage Aid and Free Tablets Announced

Puducherry Chief Minister N. Rangasamy presented a ₹14,300-crore tax-free Budget for 2026–27 on August 24, putting enhanced welfare assistance, education, healthcare, infrastructure and fiscal management at the centre of the Union Territory's financial priorities. The Budget comes after the Assembly election, for which the government had earlier relied on a Vote on Account, and follows the Centre's approval of the ₹14,300-crore financial plan in July.

The Budget estimates ₹7,890.41 crore in own revenue receipts, while central assistance, including the State Disaster Relief Fund, is estimated at ₹3,517.86 crore. Another ₹25 crore is earmarked under the Central Road Fund and ₹531.80 crore under Centrally Sponsored Schemes. The Centre has also approved a net borrowing ceiling of ₹2,148.69 crore to help bridge the fiscal deficit.

Of the total outlay, ₹12,115 crore is allocated for revenue expenditure and ₹2,185 crore for capital expenditure. A significant share, however, is absorbed by recurring commitments: ₹2,693 crore for salaries, ₹1,619 crore for pensions, ₹1,981 crore for loan repayment and interest payments, and ₹2,327 crore for power purchases.

Despite these pressures, welfare remains a major focus. The government has allocated ₹2,202 crore, or 15.4% of the Budget, for major welfare programmes, including free rice, farmer incentives and subsidies, old-age pensions, assistance to women heads of families and LPG-cylinder subsidies.

Several targeted benefits have also been substantially enhanced. The monthly pension for freedom fighters will rise from ₹15,000 to ₹25,000, requiring an additional ₹6.46 crore annually. Marriage assistance for BPL families has increased from ₹35,000 to ₹75,000, while assistance for daughters of destitute women and widows has risen from ₹40,000 to ₹1 lakh. Widow remarriage assistance will also increase from ₹75,000 to ₹1 lakh, while support for poor Adi Dravidar and Scheduled Tribe families will rise from ₹1 lakh to ₹1.25 lakh. These enhanced marriage-related schemes involve an additional ₹4.90 crore a year.

Education receives a notable digital push, with free tablet PCs for 16,250 Class IX and X students in government and government-aided schools at an additional cost of ₹16.25 crore. The government says the initiative will strengthen learning and help students prepare for examinations such as NEET and JEE.

The Budget also provides ₹560 crore in grants to society-run higher education institutions and ₹1,082 crore for public-sector undertakings and cooperative institutions. The government has additionally outlined development initiatives, including a five-year plan covering 2,282 works worth ₹1,131 crore, based on recommendations from the public and legislators.

The broader significance of the Budget lies in its attempt to combine welfare expansion with fiscal restraint. Puducherry is increasing support for vulnerable households while avoiding new taxes, but its high recurring expenditure leaves limited room for discretionary capital spending.

Rangasamy's challenge now will be to ensure that the enhanced welfare commitments reach beneficiaries while central assistance, borrowing and capital allocations translate into visible improvements in infrastructure and public services. The 2026–27 Budget therefore represents not merely a larger spending plan, but a test of whether Puducherry can sustain its welfare model while maintaining fiscal discipline and funding long-term development.
