Quad Sherpas Set Action Plan On Technology, Cybersecurity And Supply Chains

The Quad is moving towards concrete, action-oriented cooperation, with senior officials from India, Australia, Japan and the United States drawing up an action plan to translate the grouping’s priorities into tangible outcomes across technology, security and economic resilience.

India’s Foreign Secretary Vikram Misri hosted the Quad Sherpas’ Meeting in New Delhi on September 3, bringing together Australian DFAT Deputy Secretary Elly Lawson, Japan’s Senior Deputy Minister for Foreign Affairs Hiroyuki Namazu, and US Ambassador to India and Quad Sherpa Sergio Gor.

The Sherpas reviewed progress across key areas of Quad cooperation, including maritime security, economic prosperity and security, critical and emerging technologies, and humanitarian assistance and disaster relief (HADR). They also exchanged views on developments in the Indo-Pacific and the wider regional and global situation.

Technology featured prominently in the broader agenda, with the four countries seeking to strengthen secure and trusted technology ecosystems and improve resilience in critical and emerging fields. Cooperation on telecommunications, digital infrastructure and next-generation technologies is aimed at reducing vulnerabilities and promoting interoperability.

The Quad’s technology priorities are closely linked to economic and supply-chain security. Cooperation in areas such as semiconductors, critical minerals and advanced technologies can help diversify strategic dependencies and strengthen the resilience of supply chains across the Indo-Pacific.

Cybersecurity also remains an important element of the Quad’s wider resilience efforts, including stronger protection of critical infrastructure and digital networks through greater cooperation, information-sharing and capacity-building.

After the meeting, Gor said the Quad was “moving forward with clear purpose”, adding that the Sherpas had worked to set an action plan for concrete deliverables. He said the effort would advance US President Donald Trump and Secretary of State Marco Rubio’s commitment to a strong, results-oriented Quad.

The September 3 meeting followed the Quad Foreign Ministers’ Meeting held in New Delhi on May 26 and was convened to take forward its outcomes and prepare for the next ministerial meeting. The Sherpas also discussed potential new initiatives that could be announced at that meeting.

The latest discussions underline the Quad’s effort to move beyond broad commitments towards practical implementation, reinforcing cooperation for a free, open, peaceful, prosperous and resilient Indo-Pacific.
