Russia Uses Propaganda Drones to Provoke Civilian Clashes in Ukraine as Strikes Kill 42
Russia is combining drone warfare with propaganda and suspected cyber operations to destabilise Ukraine, as fresh attacks kill civilians and disrupt essential services ahead of US-mediated peace talks.
Ukraine’s Unmanned Systems Forces commander Robert Brovdi said a Russian Shahed-type drone shot down on November 4 near the 427th Separate Unmanned Systems Brigade carried explosives and Ukrainian-language leaflets. One asked readers to vote on a name for a purported Ukrainian volunteer brigade serving in Russia’s armed forces, while another criticised military recruitment. Both contained QR codes that Brovdi warned could lead to phishing, data theft or malware. The Kyiv Independent said it could not independently verify the cyber threat.
The incident followed a November 2 confrontation between civilians and Ukraine’s National Guard in Kyiv Oblast. Presidential Office head Kyrylo Budanov said outside influence was involved but acknowledged genuine social tensions. Police arrested two people over alleged disinformation and attempts to provoke unrest.
Meanwhile, President Volodymyr Zelenskyy visited Madrid on November 4 for talks with Spanish Prime Minister Pedro Sanchez and other leaders, seeking continued international support. He condemned a Russian strike on a former school in Komyshuvakha, Zaporizhzhia region, used as a humanitarian aid centre and shelter. By November 5, police said 42 bodies had been recovered, with 33 people still missing. Ukraine said the site was struck repeatedly, including with a three-tonne FAB-3000 bomb. Russia claimed it had targeted Ukrainian military units nearby and killed servicemen.
Russian attacks also caused Kyiv’s worst water outage since the full-scale invasion, leaving much of the capital without central water for more than 24 hours. On November 5, Ukraine said its air defences intercepted or suppressed 105 of 128 Russian drones. Four people were wounded in attacks in the Dnipropetrovsk and Kyiv regions.
In Brussels, Ukrainian officials met representatives of the US, Britain, France, Germany, the EU, NATO, the World Bank and BlackRock to discuss reconstruction, 2027 funding and security guarantees. Separately, trilateral talks involving Ukraine, Russia and the US are scheduled in Abu Dhabi on November 10-11. Discussions are expected to cover ending the war, security arrangements, de-escalation and humanitarian measures.
