
SC Backs High Court Extension on Manipur Panchayat Polls, Cites No Merit in Appeal
The Supreme Court on Thursday refused to interfere with the Manipur High Court’s order extending the deadline for conducting panchayat elections in the state till October 16, 2026 , effectively clearing the way for the electoral process to proceed under the revised timeline.
A partial working day bench comprising Justice N Kotiswar Singh and Justice N V Anjaria dismissed the plea filed by Pheiroijam Heramani and others , challenging the High Court’s May 19, 2026 judgment. The apex court observed that there was no merit in the appeal to warrant interference.
Appearing for the Manipur government, Solicitor General Tushar Mehta submitted that the state is bound by the High Court’s directions and warned that failure to conduct the polls could expose the administration to contempt proceedings .
The matter stemmed from an earlier order of the Manipur High Court, delivered by a bench led by Chief Justice M Sundar and Justice A Guneshwar Sharma , which had initially mandated elections within six months in August 2025. However, following review petitions by the state government, the court modified its direction in May 2026, granting an extension up to October 16, 2026, citing “extraordinary circumstances” , including the prevailing law-and-order situation and President’s Rule imposed since February 2025 .
The High Court also allowed the state to move ahead with implementing a three-tier Panchayati Raj system in line with recent legislative amendments.
The Supreme Court’s decision effectively removes a legal hurdle to delaying the polls , but also places responsibility on the state and the State Election Commission to ensure elections are held within the extended deadline. It underscores judicial acceptance of administrative constraints while keeping electoral accountability intact , with the possibility of contempt action if timelines are not met .
