
Sikkim Declared Fully Literate, Joins Kerala, Mizoram in Human Development Milestone
Sikkim has been officially declared a fully literate state , marking a significant milestone in India’s education and human development journey. The announcement was made in Gangtok under the Centre’s ULLAS initiative (Understanding of Lifelong Learning for All in Society) during the convocation ceremony of Sikkim University, in the presence of Droupadi Murmu.
Chief Minister Prem Singh Tamang formally declared the achievement, calling it a historic turning point in Sikkim’s educational journey . He said the milestone reflects years of sustained effort to ensure that no adult citizen is left behind in basic literacy , reaching even remote villages, blocks, and panchayats through community driven learning under the Nav Bharat Saaksharta Karyakram.
The President congratulated the state and described the achievement as a reflection of inclusive development and empowerment through education , noting that literacy strengthens dignity, opportunity, and participation in public life.
Officials highlighted that the mission succeeded through strong grassroots engagement, with volunteer teachers, educators, and coordinators working across difficult terrain. Many adult learners acquired reading and writing skills for the first time, turning the programme into a people centric social movement rather than a routine administrative exercise.
With this declaration, Sikkim joins a small group of Indian regions that have achieved full or near universal literacy, including Kerala, Mizoram, Goa, and Lakshadweep . These states and Union Territory are widely recognised for setting benchmarks in human development indicators , particularly in education, health, and social inclusion, despite geographical and structural challenges.
Experts note that these smaller states consistently outperform in literacy outcomes due to strong governance focus, community participation, and targeted education missions . Sikkim’s entry into this group further strengthens India’s progress towards universal literacy goals.
The state government said this milestone is not an endpoint but a foundation for future progress, with emphasis now shifting towards digital literacy, skill development, and lifelong learning opportunities .
