Telangana Government Moves to Clear Long-Pending ULC Applications

The Telangana government has decided to fast-track the disposal of long-pending applications related to the Urban Land Ceiling (ULC) Act, Revenue Minister Ponguleti Srinivas Reddy said.

The minister said thousands of applications had remained pending for years despite the previous government issuing orders in 2016 to address ULC-related cases. He alleged that the earlier orders were not implemented, leaving several land-related issues unresolved for decades.

In line with Chief Minister A Revanth Reddy’s stated objective of providing a permanent solution to land-related problems faced by citizens, the government has initiated steps to expedite the disposal of cases linked to Section 22A of the Registration Act, Ponguleti said.

Officials have been directed to promptly examine pending ULC applications involving partially regularised and unregularised colonies covered under the Telangana Urban Land Ceiling legislation. The government has also issued Memo No. 48062/ULC A1/2026-1, directing authorities to examine and dispose of applications pending under GO Nos. 455, 456, 747 and 92.

Ponguleti said eligible cases should be processed in accordance with the applicable rules and that all necessary formalities for regularisation should be completed without delay.

The minister also recalled that on September 16, Revanth Reddy had assured the Legislative Assembly that around 10–12 key issues connected with Section 22A would be addressed through a fast-track mechanism.

As part of that effort, the government has already constituted a high-level committee to examine Section 22A-related issues. It has also issued a memo in accordance with GO 118, followed by another memo based on GO 76, he said.

The government has further allowed registration of houses, plots and flats that fall under the Section 22A list but have approvals from the GHMC, HMDA, DTCP or municipal authorities.

Ponguleti said the latest measures were aimed at clearing long-standing land disputes and providing relief to people whose applications had remained unresolved for years.
