The Telangana government has implemented a revised land valuation framework across the state from Friday, marking a significant step in its ongoing efforts to modernize revenue administration and improve transparency in property transactions.

Announcing the rollout of the new rates, Revenue Minister Ponguleti Srinivasa Reddy said the revision is intended to bring official land values closer to prevailing market realities while ensuring that citizens are not burdened with higher registration costs. The minister made the announcement while inspecting construction works at the upcoming Integrated Sub-Registrar Office in Gachibowli .

According to the government, the exercise forms part of a broader push to reform the Revenue Department , simplify land-related services, and establish a more transparent registration system. Officials believe that realistic benchmark values will help reduce discrepancies in property transactions and improve overall governance in the sector.

A key aspect of the reform is that the government has decided not to increase registration charges , despite revising market values. Ponguleti noted that registration fees had been raised from 6 percent to 7.5 percent during the previous administration, increasing costs for property buyers. The present government, he said, has chosen to focus on correcting land valuations rather than imposing additional financial burdens on the public.

The revised framework establishes minimum land values across different categories of regions. Agricultural land in rural areas will have a minimum value of ₹2.75 lakh per acre , while land within municipal corporation limits will carry a minimum value of ₹5 lakh per acre .

For areas falling under the Hyderabad Metropolitan Development Authority (HMDA) , the minimum value has been fixed at ₹10 lakh per acre . In locations within the influence zone of the Outer Ring Road (ORR) , the minimum benchmark has been set at ₹15 lakh per acre . Officials said the valuations were determined after considering the varying levels of infrastructure, urban development, and market activity across different regions.

The minister also assured citizens that the government would remain responsive to public concerns after implementation. Property owners who believe there are discrepancies in the newly notified values can submit complaints through the Revenue Department's grievance mechanism. Authorities, he said, are prepared to review and rectify anomalies wherever necessary based on ground-level assessments.

The government expects the revised valuation system to bring greater clarity to land transactions, curb irregularities, and strengthen confidence in the registration process. By combining updated market benchmarks with unchanged registration fees, the administration aims to balance public interest with the need for a more organized and transparent revenue framework.

With the new values taking effect from June 5, stakeholders across the real-estate sector will be closely watching their impact on land registrations, property transactions, and investment activity across Telangana in the coming months.
