Tamil Nadu’s new government has announced a major investment push, with 97 companies signing MoUs worth ₹67,452 crore at the first Vettri Tamil Nadu Investors Conclave 2026 in Chennai on Thursday. The agreements cover 106 projects across sectors including data centres, automotive, renewable energy, electronics, life sciences, aerospace, defence, textiles and logistics.

The government says the projects are expected to create 1,06,998 employment opportunities. But while the numbers are impressive, the more important question is how much of this investment will actually move from MoUs on paper to projects on the ground.

Of the 106 projects, 56 are greenfield developments, while 25 represent a company’s first venture in Tamil Nadu. However, the government has not released a complete project-wise breakdown showing which companies already have land, approvals, power and water arrangements in place. Nor has it disclosed how many projects have started construction.

The distinction is important. An MoU is an investment commitment, not proof that the money has already been spent. Companies still need to secure land, obtain clearances, arrange financing, construct facilities and eventually begin production. Therefore, the ₹67,452 crore should be viewed as a multi-year investment pipeline, rather than money immediately entering Tamil Nadu.

The same caution applies to the 1.07 lakh jobs projected from the projects. These are expected employment opportunities, not jobs already created. The actual number will depend on how many projects are implemented and reach their planned capacity.

Tamil Nadu has considerable industrial infrastructure to support future growth. The state has a substantial industrial land bank and continues to develop SIPCOT parks. Its power system also has significant installed and tied-up capacity. However, water availability could become a bigger challenge, particularly for large industrial clusters and data centres that require substantial power and cooling resources.

There is also a precedent. The previous DMK government’s 2024 Global Investors Meet attracted commitments of ₹6.64 lakh crore through 631 MoUs. The government later said a large majority had moved into implementation. But “grounded” or “converted” does not mean the entire promised investment had already been spent.
