Ukraine Opens EU Membership Talks as War and Reform Challenges Loom
Ukraine on Monday formally began negotiations to join the European Union (EU) , marking a historic step in its long-standing bid for membership even as the country continues to battle Russia's ongoing invasion .
The launch of EU accession talks , held during an intergovernmental conference in Luxembourg, opens a complex and potentially lengthy process requiring Kyiv to align its laws, institutions and governance standards with those of the 27-member bloc .
Ukrainian Deputy Prime Minister Taras Kachka described the move as a strategic necessity, arguing that Russia's continued aggression underscores the need for deeper European integration and collective security . Ukraine views EU membership as a key pillar of its future stability and reconstruction once the war ends.
The accession process begins with a set of foundational chapters focused on the rule of law, democratic institutions, justice, fundamental rights, public procurement and financial oversight . These areas are expected to receive particular scrutiny as some EU member states continue to express concerns about corruption and governance reforms in Ukraine.
Alongside Ukraine, Moldova also officially opened membership negotiations, highlighting the EU's broader effort to strengthen ties with countries seeking closer integration amid regional security challenges and concerns over Russian influence and disinformation campaigns .
While several European governments have advocated for a faster path to membership for Ukraine, citing its strategic importance to European security, others insist that accession must remain a merit-based process . Candidate countries are required to complete negotiations across 35 policy chapters , a process that often takes years.
Ukraine's path to EU membership had previously faced obstacles due to opposition from Hungary under the government of former Prime Minister Viktor Orbán , which repeatedly used the bloc's unanimity rules to slow Kyiv's progress. While those political hurdles have since eased following the change in leadership in Budapest, every stage of the accession process will still require unanimous approval from all EU member states.
The opening of talks signals strong political support for Ukraine's European ambitions , but significant reforms and geopolitical challenges remain before full EU membership becomes a reality.
