UN Warns Asia-Pacific Faces $800 Billion Annual Climate Finance Gap

A new United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) report has warned that developing economies in the Asia-Pacific face an annual climate finance gap of nearly USD 800 billion , calling for integrated financing to tackle climate change, biodiversity loss, and pollution together.

The report, Asia-Pacific Synergies Report: Advancing Synergistic Solutions to the Triple Planetary Crisis and the SDGs, says fragmented policies and funding mechanisms are slowing progress toward sustainable development. It recommends expanding public, private, and blended finance , backed by regulatory reforms, payment-for-performance models, and stronger institutional coordination to deliver multiple environmental benefits.

The report highlights India as an example of integrated climate action. It praises the India Cooling Action Plan (ICAP) for treating efficient cooling as a public health priority while supporting climate mitigation and adaptation. Through programmes led by Energy Efficiency Services Limited (EESL), India is promoting high-efficiency cooling appliances, energy-efficient buildings, and demand-side management to reduce electricity demand during extreme heat.

ESCAP also cites India's National Mission for a Green India , the Super-Efficient Energy Equipment Programme (SEEP), and the Tamil Nadu Biodiversity Conservation Project as examples of linking climate action, biodiversity conservation, and sustainable financing.

Among its key recommendations, the UN body urges governments to establish inter-ministerial coordination , redirect subsidies that undermine climate goals toward sustainable investments, and develop integrated national financing strategies that maximize environmental co-benefits.

The report says achieving the Sustainable Development Goals (SDGs) will require financing models that simultaneously strengthen climate resilience, ecosystem conservation, and public well-being.
