UNSC Adopts Resolution to Strengthen Accountability for Crimes Against Peacekeepers

The United Nations Security Council has unanimously adopted a resolution strengthening accountability mechanisms for crimes against peacekeepers , amid rising global attacks and long-standing concerns over weak prosecution rates. Sponsored by Pakistan and Denmark and backed by more than 150 co-sponsoring countries, the move aims to reinforce justice for attacks on UN personnel deployed in conflict zones.

The resolution passed with a 15–0 vote, with all council members including the United States , Russia , China , the United Kingdom, and France voting in favour. The unanimous outcome signals rare consensus among major global powers on strengthening protections for UN missions.

The resolution authorises UN Secretary-General António Guterres to ensure systematic collection of evidence following attacks and to support investigations and prosecutions. It also calls for the appointment of a senior UN focal point to coordinate accountability efforts, while reaffirming that host states retain primary responsibility for prosecution. A detailed implementation report is required within 120 days, followed by annual updates.

UN data shows nearly 1,100 peacekeepers have been killed since 1948, while thousands have been injured. Despite some progress, prosecution rates remain low. Since 2020, at least 103 individuals have been convicted in cases linked to attacks on peacekeepers across missions in Africa and the Middle East.

The Council also reaffirmed that deliberate attacks on UN personnel may constitute war crimes, particularly in high-risk theatres such as Lebanon, Mali, and the Central African Republic, where violence against peacekeepers has intensified in recent years.
