
YSRCP Raises Concerns Over SIR Implementation, Writes To Election Commission
The YSR Congress Party (YSRCP) has raised concerns over the implementation of the Special Intensive Revision (SIR) of electoral rolls in Andhra Pradesh, alleging procedural lapses, administrative shortcomings and technical challenges that could affect the transparency of the exercise.
In a letter to Andhra Pradesh Chief Electoral Officer Vivek Yadav , YSRCP MLC and state general secretary Lella Appi Reddy urged the Election Commission to address the issues on priority to ensure a free, fair and transparent voter list revision process .
Appi Reddy alleged that many Booth Level Officers (BLOs) have been assigned voter revision duties while continuing to handle responsibilities in their parent departments. According to him, officers are frequently being called away for routine work, affecting the timely completion of SIR-related tasks. He requested that all departments be instructed to allow BLOs to focus exclusively on the revision exercise until its completion.
The YSRCP leader also pointed to inconsistencies in the distribution and collection of Enumeration Forms (EFs) . While forms are being distributed across the state, he claimed that in several areas they are not being properly collected, verified or recorded, creating confusion regarding the status of voter submissions.
He further alleged that the implementation of the process lacks uniformity. In some polling stations, voters are reportedly receiving two copies of the enumeration form, with one intended as an acknowledgement receipt, but both copies are allegedly being collected back. In other locations, only a single form is being issued, he said.
Expressing concern over alleged political interference , Appi Reddy claimed that booth-level agents associated with the ruling party were collecting large numbers of enumeration forms from BLOs and subsequently distributing them to voters. If such practices are taking place, they could undermine the neutrality and credibility of the voter revision process, he argued, calling for an immediate inquiry.
The YSRCP also alleged that certain political leaders were conducting review meetings with BLOs. Appi Reddy said electoral roll revision is a statutory and independent exercise, and any political involvement could erode public confidence in the process.
The party highlighted what it described as inadequate public awareness about the objectives, procedures and deadlines of the SIR programme. It urged election authorities to undertake extensive awareness campaigns through public announcements, local outreach initiatives and other communication channels. Recognised political parties, it suggested, should also be involved in voter awareness efforts.
Appi Reddy further claimed that BLOs are not uniformly following prescribed procedures for capturing voter photographs through the designated mobile application, resulting in incomplete data collection in several areas.
Another major concern raised by the party relates to access to updated voter rolls . The YSRCP alleged that recognised political parties and their booth-level agents have not yet been provided with the latest electoral roll published in 2026. According to the party, only the voter list as of January 1, 2025, has been shared, despite substantial additions, deletions and corrections having taken place since then.
The absence of the updated voter database, Appi Reddy said, makes it difficult for political parties to verify records and monitor changes, affecting transparency in the revision process.
The letter also highlighted connectivity issues in remote tribal and agency areas , where weak mobile networks and poor internet access are reportedly creating difficulties for BLOs and booth-level agents in uploading voter data and carrying out real-time verification.
Urging swift intervention by the Election Commission, the YSRCP called for corrective measures to address the concerns and ensure that the electoral roll revision exercise in Andhra Pradesh is conducted in a transparent, impartial and legally compliant manner.
